The Sinking Of Elites, The Construction Of Authority And The Integration Of Rural Societ

Dispatching excellent party members and cadres to grass-roots society has a profound historical inheritance in the practice of the Communist Party of China,which is manifested in the selection of cadres from party and government organs at all levels to the village as the ' first secretary '.From the perspective of classical sociological theory,this paper re-examines the governance mode of elite sinking.The author tries to analyze the appeal and logical problems of the integration of rural society by the first secretary in the village authority construction process.Taking the practice of the first secretary in the village as a clue,the author collects data through participatory observation,case interview and literature analysis,and makes an in-depth analysis of the case village.The study found that the first secretary reorganized the village elite and authority pattern by cultivating local elite,returning elite and integrating them into the village governance system,giving them an authoritative position in the village deliberations;in the process of village practice,' the first secretary ' has constructed a community of interests that integrates political demands of political parties and village development,and makes the interests of party organizations,village elites and the masses of the people related.As the manipulator of this scheme,the first secretary has also moved from administrative authority to local authority,and the two have strengthened each other,forming a relationship of solidarity.As an integral part of national construction,elite sinking is essentially a kind of ' rectification ' mechanism for the country to face the chaos of grass-roots society.The purpose is to rebuild the leadership and credibility of party organizations in grass-roots society,so that the development of villages can return to the track of conscience and healthy development.
