The Formation And Dilemma Of Community Workers' Practical Skills ——The Case Of O Street In Shanghai

Grassroots social governance is the foundation of the national governance system,and with the continuous development of China's economy and society,the system and form of community governance have also undergone certain changes.In this regard,community workers,as the main micro-practice subjects in community governance,play an indispensable role in community governance,and their practice content and practice methods have received more and more extensive attention from the academic community.Based on existing research and practice,this paper discusses the formation and dilemmas of community workers' practical skills and puts forward relevant countermeasures and suggestions.Based on a review of the existing literature,this paper collects data through qualitative research methods such as field studies,in-depth interviews and questionnaires to study the formation and dilemmas of community workers' practical skills,and analyses them through specific cases.It is learnt that: firstly,the formation of community workers' practical skills can be divided into internal and external forms,and the formation of practical skills is synchronised with changes in the institutional environment of the community.The formation of practice skills is shaped by the state and society,the organisation,and the individual community worker and the workforce.The changes in the state and social institutions and the lack of discourse in the practice community play the most important role in shaping the formation of practice-based competencies at the macro level;then the formation of practice-based competencies of community workers is analysed on a case-by-case basis,and the practical dilemmas in the formation of practice-based competencies are explored:the alienation of community workers in the institutional environment,the resistance of institutional organisations and the helplessness and resistance of individual community workers.This paper is based on the findings of the field study.Based on the institutional environment of the community in which the field study was conducted,this paper adopts a qualitative research approach to explain the formation and dilemmas of community workers' practical knowledge through the dimensions of state institutions and organisational actions,in order to support the optimisation of community workers' capacity building and thus promote the development of community work practice research for grassroots community.
