| In order to carry out the strategy of the Rise of Central China and strengthening the province with talents,Henan has been committed to transforming from a big province of higher education to a strong province of higher education.Advantageous disciplines have a typical demonstration effect on other disciplines,and human resource is the main factor for the development of disciplines and an important force for regional development,so the comprehensive evaluation will help locate advantageous disciplines,potential talents,and identify influencing factors of disciplinary development,so as to improve the efficiency of disciplinary resource allocation and promote the development of higher education in Henan.This article used the ESI database to track the research results of Henan,focused on the main line of “advantageous disciplines and talent evaluation”,and used comparative analysis,bibliometrics,and citation analysis method to conduct a comprehensive assessment of the advantageous disciplines and talent team of Henan Province.First of all,this article used ESI,Wo S,In Cites,CNKI and related data such as scientific research project,excellent master and doctoral thesis establish a basic database.Secondly,taking the dialectical relationship between disciplines and talents as a logical starting point,based on citation analysis theory,bibliometrics theory,scientometrics theory,and system theory,this article constructed the discipline and talent evaluation model for empirical analysis.On this basis,empirical analysis was carried out from two aspects of evaluation of advantageous disciplines and evaluation of talents.The empirical results show that there are the following problems in discipline construction and talent management in Henan:(1)Disciplinary development is not balanced.The discipline construction of Henan has made great progress,but there are still some problems,such as the few advantageous disciplines and the great disparity in the strength of different universities.(2)Lack of motivation for discipline development.There are problems such as the low ranking of ESI subjects,high scientific research productivity and insufficient influence,lack of innovative achievements and outstanding talents.(3)Talent distribution is not balanced.The authors of Top Papers are mostly from Zhengzhou University,Henan University,Henan Normal University,while there are few outstanding scholars in other universities.Advantageous disciplines attract a large number of outstanding talents,while weak disciplines lack talent support.(4)The team building level is low.Taking chemistry as an example,it is found that there are some problems,such as small size of research team,inactive inter-institution cooperation and low cooperative leading rate.In order to further improve the motivation of discipline development,the author recommends:(1)Continue to increase investment in research and optimize resource allocation.Relevant departments need to pay attention to the balanced development of disciplines to avoid relying on discipline rankings or administrative and bureaucratic.(2)Strengthen the construction of scientific research teams and create a highland of talents.Strengthen the construction of faculty and postgraduates to form an echelon of talents with a reasonable age and knowledge structure.(3)Improve the talent management system and optimize incentive measures.For example,we can strengthen talent management,improve talent evaluation and incentive system construction through the talent database platform,and attract talents with a healthy scientific research ecology.(4)Broaden the areas of cooperation and improve research capabilities.Relevant departments can integrate high quality resources in Henan.Researchers should also take the initiative to improve basic research capabilities and innovation capabilities. |
