Study On The Professional Advantage Of The Construction And Development Of Social Work Service Station In Township(Street)

The professional advantages of social work in social governance in the new era are becoming more and more evident.In 2020,when the COVID-19 broke out,the decisive victory in building a moderately prosperous society in all respects and the decisive battle against poverty were secured,Guangxi Zhuang Autonomous Region,became the third province conducting social work service stations in township(street)all over the country,after Guangdong Province and Hunan Province,and the construction of social work stations across the country is in the ascendant.Therefore,study on this has important research significance.Building social work service stations in township(street)is an innovative practice of social governance,an emerging service platform for grassroots social governance,and a manifestation of social work with Chinese characteristics and the localization of social work.This paper,through the ways of field research and so on,and basing on the theory of social governance and community governance,will study what roles the township(street)social work service stations play in the social governance,and how they work,as well as how they give full play to the professional advantages of social work to improve the basic security service capabilities,and how to further utilize the professional advantages of social work in response to existing difficulties and problems from the perspective of "absorption-embedding".This article mainly discusses the following contents: First,the existing research results will be sorted out and summarized as the research basis to explain the connotation and specific performance of the professional advantages of social work.The second is to review and discuss the three modes of operation presented by Guangdong Family Comprehensive Service Center,Guangdong Shuangbai Township(Street)Social Work Service Sation,and Hunan Township(Street)Social Work Service Sation,in the advanced practice of township(street)social work service stations: "government purchase,agency settlement","government management,unified employment","institution operation,government collaboration".The third is to further study the pilot construction of social work service stations in Guangxi' s towns and streets under the social work station operating model of "institution operation and government collaboration".Research and reflection on the practice of the social work stations,the study showed that the professional advantages of Guangxi Social Work Service Station have been fully utilized and some difficulties and problems also appeared.They mainly are the social worker' s identity is not understood,the grass-roots administrative assistance is too much,the links to resources and communication is blocked,social worker role confusion and job burnout are beginning to appear,supervision content is different from actual needs,professional and administrative services need to be balanced,social expectations and actual development gaps,and so on.The fourth is to further explore the construction of social work service stations in township(street),and compare and analyze the practice modes of social work stations.And the article also will analyze their similarities and limitations,and discuss their overall commonalities and general deficiencies.According to the research,the main difference between the three operating modes is the relationship between government and society,The degree of participation and participation of professional social work forces and government administrative forces affect the exertion of professional advantages.The implementation of township(street)social work service stations is innovative in the times,and its advantages and limitations are appearing from time to time,varying from place to place,and changing due to situations.The social work station needs to adapt to local conditions in the process of construction and development which has both the collaboration of administrative forces and the operation of social work organizations.Under this operating model,collaboration governance of the government and the social work is more conducive to giving full play to the professional advantages of social work.At the same time,attention should be paid to the challenges of policy implementation deviations,insufficient endogenous motivation and changes in administrative services.And further discuss the specific factors which influence the exertion of the professional advantages of the social work service station,and put forward the optimization suggestions for further construction and development according to the problems found in the research process.The main ones are: use the platform advantages of the social work station to improve the top-level design and regional supporting policies,and local social work institutions and social workers should develop professionally,and avoid over-administrative social worker stations and over-formal supervision of social workers.
