Research On The Influencing Factors Of Childbearing Willingness In Population Of Childbearing Age Under Comprehensive Three Child Policy

On May 31,2021,the Political Bureau of the CPC Central Committee held a meeting.The meeting pointed out that further optimizing the fertility policy,implementing the policy that a couple can have three children and supporting measures are conducive to improving China's population structure,implementing the national strategy to actively respond to population aging and maintaining China's human resource endowment advantage.Previously,China has fully liberalized the second child in 2015,but it still can not prevent the decline of China's birth rate year by year.In more than a year after the implementation of the policy of liberalizing the third child,the effect is not obvious and has not played the expected effect of stimulating the birth rate.Based on the above contents,this study takes Shijiazhuang as an example to analyze the fertility intention and its influencing factors of people of childbearing age under the comprehensive three child policy by consulting relevant literature and questionnaire survey.Firstly,by consulting and analyzing the core journals on "three child policy" and "fertility intention",the basic research contents can be divided into three categories,namely "fertility policy","three child fertility intention" and "supporting measures of three child policy".However,there are few studies on the influencing factors of fertility intention of people of childbearing age in China through questionnaire survey under the background of three child policy.Therefore,based on the holistic governance theory and leibinstein cost utility theory,this paper establishes the analysis model of the influencing factors of three child fertility willingness.Then,through the questionnaire survey of the population of childbearing age in Shijiazhuang,after the empirical analysis of the obtained data,it is found that:(1)the three hypotheses proposed before this study are verified.(2)Among the influencing factors of personal situation,for the willingness to give birth,the older the population of childbearing age tends to have a higher number of children;As for the willingness to have three children,women of childbearing age with older age and higher educational background prefer not to have three children.(3)Among the influencing factors of family situation,the people of childbearing age who think that three child families will be happier tend to have a higher number of children;As for the willingness to have three children,people of childbearing age who believe that three child families will be happier and have less economic pressure to have three children tend to have three children,while people of childbearing age who are currently married and have more children tend to not have three children.(4)Among the influencing factors of society and policy,for the number of children,the people of childbearing age who are more satisfied with the three child policy tend to have a higher number of children;For the willingness of three children,the childbearing age people who buy maternity insurance and have high satisfaction with maternal and child medical services in Shijiazhuang prefer to have three children.In order to improve the fertility willingness of the population of childbearing age in Shijiazhuang,according to the conclusions of empirical analysis,this paper puts forward the countermeasures and suggestions to improve the fertility willingness of the population of childbearing age in Shijiazhuang as follows: encourage and support school-age fertility,popularize the advantages of school-age fertility,and give corresponding support policies to school-age fertility,;Eliminate the medical worries of people of childbearing age during childbirth by improving the high-quality maternal and child medical service system;We will do a solid job in policy publicity,and do publicity work at the grass-roots level and in rural areas.
