Research On The Countermeasures For The Transfer Of Independent Colleges In Jiangsu Province

In the context of rapid economic development and the popularization of higher education,independent colleges have achieved rapid development at the beginning of their establishment and have becoming an important part of my country’s higher education.In order to promote the standardized development of independent colleges,in 2008,the Ministry of Education promulgated the "Measures for the Establishment and Management of Independent Colleges"(hereinafter referred to as Order No.26),spending a five-year transition period to promote independent colleges to "withdraw","merge",and "transfer".The development of independent colleges has changed from the pursuit of quantity and scale to high quality,and the development of independent colleges has entered a new stage.In 2013,only about 10% of the independent colleges were converted during the transition period,and the implementation of the conversion policy failed to achieve the expected results.The transfer work of independent colleges in Jiangsu Province also encountered the same situation.Only one of the 26 independent colleges completed the transfer,and the transfer work has been at a standstill.Therefore,this article intends to discuss the dilemma of the transfer of independent colleges in Jiangsu Province,and to propose countermeasures for the transfer of independent colleges in Jiangsu Province as well as break the difficulties and standardize development.This article takes the independent colleges of Jiangsu Province as the research object.Firstly,through the documentation of the the analysis,the development process of the independent colleges is explained in detail,namely the initial stage,the standardized development stage,the standardized setting transition stage,and the standardized setting "post-transition" stage.Secondly,it conducted a survey of 25 independent colleges in Jiangsu Province,specifically elaborated the types and distribution of independent colleges in Jiangsu Province,analyzed the status of the transfer of independent colleges in Jiangsu Province.At the same time,there are following three problems,it pointed out that the existing policies are not scientific,forward-looking and weak operability.Besides insufficient motivation for the transfer of the parent colleges and universities,sponsors,and local governments.Lastly the conditions for running schools do not reach the transfer standards.In conclusion,it is proposed that government departments should enhance the guarantee of the transfer policy of independent colleges,based on the actual situation of Jiangsu Province,strengthen guidance,and reinforce the motivation of interest-related transfers.Independent colleges not only continuously improve the conditions for running schools,but also innovative fransfer paths be explored actively.
