President Xi made major decisions and arrangements,including“Eight-eight Strategy”.From the 18 th National Congress of the CPC until today,Chinese society has thrived while economy has bloomed.However,there still remains puzzles about the management of water environment,especially the sewage treatment and the usage of sewage.Zhejiang Province,as one of the economic developed regions in China,is of great importance to the management of water resources.This Province is among the first regions participating in water resources planning and the treatment and utilization of sewage resource.This paper takes Zhejiang Province as an example to conduct quantitative analysis on sewage treatment from two perspectives,i.e.,the efficiency evaluation and influential factors of sewage treatment.In this paper,by studying the data of 130 sewage treatment plants in Zhejiang Province from 2016 to 2018,an evaluation index system was established and the DEA-SBM model was used to evaluate the efficiency and effectiveness of sewage treatment.According to the evaluation results,the Tobit model was used to further analyze the external influencing factors of the efficiency and effectiveness of sewage treatment plants and explore the direction of improving its efficiency.The results show that the comprehensive efficiency of sewage treatment plants in Zhejiang province is 0.78,and 42 samples reach DEA optimization.The redundancy analysis of88 samples that do not reach DEA optimization shows that the redundancy degree of annual operating cost input is the most serious,accounting for 54.55%.According to the division of regions,there are significant differences in efficiency and effectiveness among different regions.1 city is excellent,6 cities is medium,and there is a general situation of input redundancy.The samples with the best evaluation can be used as a benchmark to find the improvement direction of other samples.At the same time,the total factor productivity increased by 30.38%,indicating that technological progress and organizational management level should be upgraded and optimized simultaneously.Among the external factors affecting the efficiency and effectiveness of sewage treatment plants,environmental protection,economic development and drainage network density have significant positive effects,while industrial development and urban development have significant negative effects.The research can bring theoretical effect to the study of sewage treatment efficiency and put forward reference suggestions in order to help the sustainable development of waste water treatment plants.
