Research On Water Governance Problems And Countermeasures In Government Of S County

In this paper,the problems of government water management in S County,Honghe Prefecture,Yunnan Province,are studied,and the research path is to find,analyze and solve the problems.Through the literature research method,this paper sorts out the research results on ecological governance and water governance at home and abroad,analyzes the role of local government in the process of water governance and the differences between domestic and foreign water governance models,and defines the future development direction of water governance and the research focus of this paper——when S County government implements water governance,Combining scientific decision-making with effective implementation,precise management and personalized service,coordinating water management subjects of government departments such as S County Water Conservancy Bureau,Yilonghu Administration Bureau,Honghe Prefecture Ecological Environment Bureau Shiping Branch and nongovernmental departments such as non-governmental organizations and individual citizens,giving full play to the subjective initiative and enthusiasm of each governance subject.To form a sound water governance model featuring coordination and cogovernance by multiple water governance bodies,effectively coordinate water ecological protection with economic and social development,and promote the sustainable use of water resources,sustainable economic growth of the region and the improvement of comprehensive governance capacity.The field investigation method is used to analyze the natural distribution of water resources in S county,the main body,object,basis and tools of the water management of S County government,and measures of the management,and the case analysis method is used to analyze the sand mining case of the boundary river between S county and Xinping County and the mass petition event of the Huishui silica mine in S county.It is found that S County government has insufficient control ability in water co-governance,other water governance bodies have inadequate communication and coordination,the governance object Yilong Lake has serious water pollution,the uneven distribution of water resources in time and space and soil erosion still exist,the governance basis is operable and systematic to be improved,and the governance tools have not been well used.Governance measures are limited to the territory of S county and other reasons can not well solve the problems existing in the object of water governance.Through the phenomenon of problems to find the essential reasons,using the theory of public governance,system theory and circular economy theory as the theoretical framework,to guide the theory of research practice,the use of water PPP financing model to improve the financing way of water conservancy project construction.In addition,data analysis is used to conduct scientific demonstration.From the perspective of building a diversified government water governance system,countermeasures for improvement of water governance in S County are put forward,so as to solve the problems of inadequate communication and coordination among governance subjects.The water authority of S County has too many internal organs and too few personnel,too small management range,aging personnel,low education and quality.Treatment measures in Yilong Lake water supply is not enough,the construction of water conservancy projects can not meet the actual needs of the masses,the actual operation of water administrative law enforcement communication is not in place and law enforcement is not in place and a series of problems.This paper tries a new perspective of research.Firstly,starting from the practical problems of county-level government water management,it starts from a micro perspective and focuses on specific problems to make the research more targeted.Secondly,from the perspective of macro government governance system construction,the concrete implementation of the micro perspective of water governance improvement countermeasures,so that the research topic has a typical problem,the research results have a universal guiding significance for theory and practice;Finally,the positive interaction between water ecological environment and economic and social development can be achieved to guide and promote the improvement of government governance ability.
