An important indicator for assessing the development of a city is the level of management of municipal household waste.At the same time,the rapid economic growth of the country has led to further improvement and diversification of people’s living standards and consumption patterns,which has led to an increase in the amount of urban waste generated and its complexity and diversity,causing many cities at this stage to be trapped in This has caused many cities to be trapped in a situation of "rubbish siege",which has become a stumbling block for the continued development of large cities.For all cities,the separation of domestic waste is one of the most important measures to improve urban environmental management,alleviate the "big city disease",improve people’s living environment and enhance their sense of well-being;for city residents,it is both an obligation and a habit.From the current situation of compulsory domestic waste classification in China,the overall effect of domestic waste classification in the pilot cities is general,but it is more and more obvious in the field of domestic waste source classification and disposal,accurate classification and disposal can lay the foundation for subsequent waste resource utilization,and then promote the overall level of domestic waste classification and management in China’s large cities to high-quality development,and gradually realize "comprehensive " This paper takes the perspective of a large city and selects a number of waste separation areas.This paper takes X city as a case study of source separation management of domestic waste in a large city,and uses polycentric governance theory as the main theoretical guide,supplemented by public goods theory,to analyse the practices and achievements of source separation management of domestic waste in X city,Fujian province through literature review and generalization,field research and other research methods.Through research on the ways in which the government,NGOs,enterprises and residents participate in the source separation of domestic waste,the roles they play in the management and the difficulties they face,it is found that there are four main shortcomings in the process of source separation management in X city,Fujian province:firstly,the government’s leading role has not been effectively played;secondly,the coordination capacity of NGOs is not sufficient;thirdly,the market mechanism is not perfect and the marketization of the waste industry has not yet been formed;fourthly,the main role of residents has not been effectively played.Fourthly,the main role of residents has not been effectively played.The reasons for these problems were analysed and found to be the imperfect construction of the legal system,weak policy implementation and imprecise financial investment,inadequate supporting facilities,imperfect market access mechanism,insufficient enthusiasm of enterprises to participate,weak self-power,weak awareness of residents in waste separation,etc.Then,based on the experience of two cities,Yokohama,Japan and Taipei,a proposal was made from the perspectives of the government,residents,NGOs and enterprises.At the same time,we also hope that these suggestions can provide reference for China’s big cities to improve the quality of source separation of domestic waste management at this stage,accelerate the formation of a source separation of domestic waste management pattern with the participation of multiple subjects,and form a governance situation of "leading the countryside with the city,supporting the weak with the strong" among big cities or within the city.The project also aims to accelerate the formation of the source separation management of domestic waste with the participation of multiple actors,and the formation of a "city-rural and strong-weak" management situation among major cities or within cities;and accelerate the realization of the reduction,resourcefulness and harmlessness of domestic waste management.
