Research On Optimal Allocation Of Airspace Resources In The Mid-South Region From The Perspective Of Public Governance

Since the reform and opening up,Chinese economy has developed rapidly,and the activities on the ground can not meet people’s yearning for a better life any more,so people develop into aerospace industry gradually.With the rapid development of China’s civil aviation industry,the efficient of civil aircraft has become the primary choice for people travelling around.Aviation safety is related to the safety of life and property of the public,and is an important guarantee for the development of China’s civil aviation industry.There are many factors are affecting aviation safety,one of the most important is the management of airspace resources.With the increasing of civil flights and airspace users,air traffic is becoming more and more crowded,resulting in flight delays,even flight conflicts or collisions and other problems affecting aviation safety.Therefore,the optimal allocation of airspace resources has become a bounden responsibility of the Chinese government."Safe,efficient and smooth" as the purpose of China’s airspace management.In premise of the aviation safety,to optimize the allocation of airspace resources,to improve the efficiency of aviation operation,has strong practical significance.This essay takes the allocation of airspace resources in mid-south region of China as the research object and combines the theory of public governance.Firstly,analyzing the optimal allocation of airspace resources and constructing the theoretical basis for analysis and research.Secondly,it analyzes the severe situation faced by the optimal allocation of airspace resources in the mid-south regional of China.Through field investigation in the S Air Space Management Department,it compares data in the actual operation of the airspace control and analyzes the main problems existing in the optimal allocation of airspace resources.It is necessary to realize the optimal allocation of airspace resources in the central and southern region.We should commit ourselves to coordination and cooperation among military aviation,civil aviation and general aviation,and then actively promote the reform of airspace structure,coordination mechanism and application of new aviation technologies,so as to promote the safe and efficient development of China’s civil aviation industry.Finally,providing policy advice to solve the problem.The first,is to break the current airspace management system;Secondly,the reform of coordination mechanism simplifies the process of civil-military coordination and builds a multi-information sharing platform to improve the multi-user coordination mechanism.Third,pay attention to independent research and development,reserve talents and increase investment in civil aviation new technology,promote the investment and application of civil aviation new technology;Fourth,the release of airspace,optimize airspace planning,scientific arrangement of air routes,and actively promote the optimization of airspace structure in the central and southern region.
