Studies On Fulfilling Social Responsibility Of Liaoning Expressway Operation Management Co.LTD After Running Institution As Enterprise

As social economy improve,enterprises should not only be responsible for profits,but also for the relevant stakeholders,and bear the corresponding social responsibility.However,at present,most enterprises in our country are still in the process of exploring social responsibility,there is no mature model,the external incentive mechanism needs to be improved,and there is no unified path and standard.Liaoning Provincial Expressway Administration Bureau was established in 1986 with the approval of the provincial government.It is an administrative and institutional unit directly under the Liaoning Provincial Department of communications and is responsible for the supervision and management of the maintenance,road administration,toll collection,communication monitoring and comprehensive services of the province’s highways.Under the background of institutional transformation in Liaoning Province and even in the whole country,Liaoning Provincial Expressway Administration Bureau took the lead in responding to the call of the provincial Party committee,completed the identity transformation from business to enterprise,restructured into a state-owned enterprise in June 2016,and Liaoning provincial expressway operation and Management co.LTD was established.This transformation is not only the practical demand for the development of the industry,but also can better implement social responsibility and contribute to the revitalization of Northeast China.This paper is based on the research of social responsibility of Liaoning Expressway Operation Company after business to enterprise transformation,and discusses its obligations and specific implementation mode in the process of fulfilling social responsibility.Firstly,the paper summarizes and reviews the rise and development of the corporate social responsibility movement,systematically reviews the historical background and driving force of the western corporate social responsibility movement,expounds the connotation of the social responsibility of the state-owned enterprises,clarifies the basic framework of the social responsibility of the state-owned enterprises,and defines the essence and main body of the corporate social responsibility Want content.Based on the stakeholder theory and contract theory,this paper analyzes the practice of social responsibility of Liaoning Expressway Operation Company after the transformation,explains the contribution made by the transformation to the state-owned enterprise in fulfilling the social responsibility in the past three years from the aspects of road rescue,environmental protection and energy saving,disaster prevention and poverty alleviation,analyzes the problems existing in the process of fulfilling the social responsibility and Cause of formation.On this basis,from the perspective of government management and public policy,this paper puts forward countermeasures and suggestions to understand the social responsibility of state-owned enterprises after the decision-making process is transferred to enterprises.Specifically,it puts forward countermeasures from several aspects,such as improving the ideology,improving the internal system construction,improving the external supervision system and mechanism.Combined with the cases of Tsingtao beer and Suning group,the paper points out the importance of promoting the common development of upstream and downstream industrial chains and building a harmonious economic circle,so that such state-owned enterprises can make clear their own positioning,bear the responsibilities of stakeholders,continuously enhance the awareness of social responsibility and effectively fulfill their social responsibilities.
