With the rapid development of civil aviation of China, flight delays have become increasingly prominent, affecting the passenger demand and the development of civil aviation seriously. Flight delays and relevant complaints, disputes have become the focus of attention of common people. These problems are directly related to the improvement of civil aviation service and the quality of harmonious civil aviation construction. How to use scientific methods to optimize the flight schedule allocation, to alleviate the delay, to ensure flight operation safe, sustainable and efficient, has been one of the key issues of global concern in the civil aviation industry.First of all, this paper describes the concept of flight delay cost and analyzes the current method of making flight schedule and the existing optimization models of flight schedule; secondly, combined with present situation of air traffic management and flight schedule management, the en-route coupling capacity model and flight delay cost model are established, furthermore, flight schedule optimization model considering alternate en-route based on en-route resource allocation is proposed; on this basis, according to the flight schedule optimization model, the flight schedule optimization algorithm is developed based on the Hungary algorithm; finally, the operational data of the Beijing Capital Airport, Shanghai Hongqiao Airport and Beijing-Shanghai En-route are used to calculate the flight schedule optimization model and flight schedule optimization algorithm, improving the matching of air traffic capacity and flow, reducing air traffic delays and improving the utilization rate of alternate en-route, which verify the feasibility and effectiveness of flight schedule optimization model and algorithm. This paper has a great theoretical and practical significance for solving the flight schedule optimization problem and en-route congestion problem.
