With the continuous advancement of the "transportation power" strategy,my country’s railway operating mileage has reached 146,300 kilometers in 2020,and the scale of railway construction ranks second in the world.At the same time,in the "14th Five-Year Plan" Development Outline,it is proposed to speed up the construction of a high-speed railway network and basically connect the "eight vertical and eight horizontal" high-speed railway pattern,which shows that the scale of railway construction in my country will be further expanded.However,at present,my country’s railway construction funds mainly come from government financial expenditures and bank loans,and the financial pressure is huge.When the competent government departments make investment decisions and cost estimation,they lack the technical means to quickly estimate the project cost,and the current railway engineering cost estimation in my country is still in the stage of using the cost quota,and the adaptability to the market environment and price information adjustment is not strong..Therefore,this paper conforms to the current trend of my country’s engineering cost marketization reform,and proposes to establish a railway engineering cost index index to solve the above problems.This paper proposes a set of railway engineering cost index index system by sorting out the research status and compilation results of various types of engineering cost index indexes at home and abroad,and combining the engineering characteristics of railways and the existing problems of the current pricing basis.Firstly,by sorting out the current railway pricing basis documents,a set of railway engineering classification standards based on products as the decomposition object is proposed for the classification of railway engineering grades.Secondly,based on the classification standard of railway engineering,a set of multi-level railway engineering cost index index system with bottom-up and clear priority is established.The division is explained.It mainly includes comprehensive cost index,engineering quantity index and element price index.And on the basis of the railway engineering cost index system,a corresponding cost index system is formed.In order to adapt to the complex characteristics of railway engineering cost influencing factors,this paper proposes a comprehensive cost index calculation model based on Elastic Network Regression,and identifies the factors that have a greater impact on railway engineering cost through methods such as grey correlation theory.Taking advantage of the regularization method of elastic network regression in dealing with complex problems,a regression model of railway engineering cost is established,and the index instance prediction is carried out using the existing data.This paper also summarizes the applicable conditions of each index formula,and proposes different compilation methods for railway engineering comprehensive cost index and factor price index.The model is empirically tested,which verifies the feasibility of the index compilation method proposed in this paper in practice.
