With the continuous development of China’s urbanization,the rapid expansion of urban scale,urban traffic problems increasingly prominent.Urban rail transit,as an effective way to optimize urban layout and solve urban traffic problems,has been actively sought by local governments in major cities for large-scale approval and construction.In the past,the cost management of urban rail transit project was mainly divided into sections,and the five stages of the whole process cost management were not integrated into the project,let alone the main work of each stage was not detailed.The research method was mainly AHP evaluation method.Based on this,combined with the characteristics of rail transit projects,this paper divides the whole process cost management into five stages to make the whole process cost management of rail transit more systematic.There are a lot of rail transit projects in Beijing,and different projects have different cost control problems.It is necessary to make a comprehensive analysis of the projects to ensure that the cost management can be implemented more effectively.Gray relational model is a prediction method with uncertain factors.The purpose of using gray relational model is to solve the problems with strong correlation.At the same time,different influencing factors are involved in different stages of the whole process cost,and different influencing factors also have fuzzy influence on different stages,which belongs to multi-factor analysis,so gray model is used for theoretical construction analysis.This paper is divided into six parts: The first part is the introduction of the article,mainly expounds the research background,significance,status and main content.The second part is the basic theory part of the article,mainly expounds the concept of the whole process cost management.The third part to the fifth part is the core part of the article.The third part expounds the five stages of the whole process cost management of rail transit engineering and summarizes the seven factors affecting the whole process cost management.The fourth part,is the model theory part of the article,expounds the principle and application method of gray relational model.The fifth part is the practical application part of the article.Combining with the actual situation of Beijing Metro Line 14,6 construction contract sections are explored.The gray relational model is applied to introduce 7 factors affecting the whole process cost into the model,and the gray relational parameter values are calculated to determine the degree of influence.Finally,according to the influencing factors,countermeasures are put forward in the aspects of preliminary planning,scientific construction scheme,strengthening design change management and strengthening settlement management.The sixth part,the conclusion part,summarizes the research results of this paper,and expounds the shortcomings in the research process.
