Research On The Construction Plan Of Highway Informatization Engineering At The Provincial Level Under The New Toll Model

With the completion of the implementation of the project to abolish provincial boundary toll stations on expressways,new development requirements have been brought to expressways.On the one hand,the emergence of new toll collection models has brought new management needs and public service demands.On the other hand,the large-scale construction of ETC gantries and the large-scale deployment of mechanical and electrical facilities have also brought new development opportunities for highway informatization projects.With decades of continuous exploration of highway informatization,especially during the "13th Five-Year Plan" period,the large-scale construction of highway informatization projects has accumulated a lot of experience and lessons about highway informatization construction.After the emergence of new toll models,new problems and construction requirements have also emerged in the construction of highway informatization projects,which restrict the improvement of highway road network management and service level.Based on the existing research and application results,this paper designs a set of provincial highway informatization project construction program for the problems of China’s highway informatization project in the context of the new toll model.First,this paper describes the current traffic informatization,mainly the research and application of highway informatization at home and abroad,and identifies the problems that need to be solved in the highway informatization construction program;secondly,it analyzes the current status of the development and construction of expressway informatization in China,and summarizes the problems,causes and countermeasures of the specific expressway informatization projects under the new toll collection mode through the investigation of the informatization projects that have been implemented;according to its problems,a set of expressway informatization engineering construction plan at the provincial level is designed in a targeted manner,and the main management responsibilities of expressway management are analyzed at the provincial level,and the current expressway operation management is obtained,and explained the construction principles and construction points.And from seven aspects,such as road property management,toll management,electromechanical operation and maintenance management,engineering maintenance management,road network safety management,public service management and information inquiry,it determines the construction plan of highway informatization project under the new toll model with one platform and seven functions for provincial highways;finally,the implementation measures are proposed in four aspects: organization,system and standard,human resources and capital,and the possible risks in implementation are identified and measures to cope with them are proposed.To sum up,through the combination of theory and practice,expert consultation and experience summary,this paper identifies the problems in the construction of highway informatization projects and designs a set of provincial highway informatization under the new toll model.The project construction plan provides reference and reference for the development of highway informatization and promotes the improvement of highway management and service capacity.
