Research On The Implementation Of Support Policies For Wind And Solar Power Generation Industry

After the "dual carbon goals" were proposed,coal-fired power generation,traditional energy sources accounting for up to 40%of carbon emissions,became a key area,and promoting the green and low-carbon transformation and upgrading of energy is the key to achieving the "dual carbon goals".According to preliminary estimates,non-fossil energy consumption will account for more than 80%in 2060,and the total installed capacity of wind and solar power will reach billions of kilowatts,becoming the main force of power system supply.The wind and solar power generation industry is limited by wind and light,and the supply of electricity is prone to fluctuations,which leads to the problem of difficulty in consumption,which in turn leads to the problem of abandoning wind and light.If the wind and solar power generation industry grows explosively,it will inevitably bring great challenges to the stability of the power system and energy security,including a series of factors such as the technical economy of the wind and solar power generation industry and the price of electricity,which require the government to guide and support its policies,so as to ensure healthy competition and continuous improvement of the market.Using Smith’s policy implementation model and market failure theory,using a single case study method and interview method,and taking the landmark project H project of Dezhou City to implement the "dual carbon goal" as an example,this paper deeply analyzes the four problems and reasons of weak implementation of wind and solar power generation industry support policies,low efficiency of policy implementation institutions,different demands of policy implementation target groups,and weak policy implementation foundation.Create an environment for the implementation of wind and solar power generation policies in four aspects,and solve the problems existing in the implementation of wind and solar power generation industry support policies in Dezhou City.This paper focuses on the implementation of wind and solar power generation industry support policies in Dezhou City,as well as the role and influence of the government on them,aiming to promote the solution of the problems existing in the energy and power transformation and upgrading process and provide support for its management practice through the analysis of the energy and power transformation and upgrading process and the research on the role of the government.
