China has become the world’s second largest economy after more than 30 years of reform,opening up and development,as well as one of the largest energy importers and greenhouse gas emitters.In energy structure of China,the proportion of traditional energy is too high while the proportion of clean energy and renewable energy is relatively low.It is imperative to change from traditional energy structure and strategy to new energy structure and strategy.New energy projects have been vigorously developed with the implementation of a series of policies such as the supply-side structural reform,west-to-east power transmission and carbon neutralization.Biomass heat and power co-generation project,as an important part of new energy,varies widely in construction quality.Therefore,it is very meaningful to evaluate and research quality management work of construction enterprises and to improve the quality management level of construction enterprises.In this paper,a comprehensive evaluation and research was conducted with the 30 MW biomass head and power co-generation project of HL company as the case,combined with the relevant methods of post-project evaluation.The research topics were strictly defined after sorting out relevant concepts of quality management and post-evaluation based on the study and research of a large number of literature in the early stage.When determining the evaluation index,the literature analysis method was adopted,combined with quality management content and actual engineering situation of the biomass heat and power co-generation project in each construction stage.Evaluation indicators included joint inspection and disclosure of design drawings,preparation,review and disclosure of construction plans,formulation of quality management system in construction stage,formulation of quality management plan in construction stage,setting and management of construction quality control points,qualification management of participating units and practitioners,inspection and preservation of materials and machinery before entering the site,design change management,metal supervision and testing,quality self control during construction operations,branch trial operation management,quality inspection and control during construction,measuring instruments and equipment management,acceptance and finished product quality protection of concealed project,quality documents management guarantee measures,quality management reward and punishment system,and quality management during quality assurance period.The 1 to 9 scale method was adopted in the weight relationship among evaluation indexes.When scored the effect of project quality management,the result was divided into four levels,corresponding to 100 points,80 points,60 points and40 points respectively.Then an evaluation model of the construction stage of the biomass heat and power co-generation project was built by the analytic hierarchy process.The case was comprehensively evaluated by the fuzzy comprehensive analysis method,scoring 79.798 points,close to good performance.The construction preparation stage and the construction stage was performed relatively well and the post-construction stage was scored low.Afterwards,reasonable suggestions for improvement were given against the evaluation results,respectively namely the plan of optimizing labor force,improvement of labor force quality,strengthening the management of construction technical data,improvement of quality acceptance and reward and punishment system.Based on the early,middle and late stages of construction of the biomass heat and power co-generation project as well as featured both a wide range coverage of evaluation indexes and a relatively simple calculating method,this research is helpful to construction enterprises to improve quality management level and has reference value for similar construction projects.
