| The further improvement of social economic development and social system has provided a better environment for the development of public institutions in China.As one of the key factors affecting the development of participating public institutions,performance appraisal is of great significance to use its particularity to measure and motivate employees’ contributions.However,at present,there are few studies on performance appraisal of public institutions,and most of them seek solutions based on the perspective of public institutions,which has limited practical guidance for public institutions.Therefore,this study takes Guizhou Provincial Highway Bureau as an example to analyze its performance appraisal problems and causes,and propose targeted improvement suggestions,which will provide some reference for participating in the performance appraisal of public institutions.In view of the fact that performance appraisal involves a large number of fuzzy data and qualitative evaluation indicators,this research innovatively introduces fuzzy comprehensive evaluation method,and combines analytic hierarchy process,expert scoring method and questionnaire survey method to construct a science that includes the operability of performance appraisal and performance appraisal The evaluation index system of the four dimensions of performance evaluation,the implementation degree of performance evaluation,and the effectiveness of performance evaluation.The current performance evaluation system of Guizhou Provincial Highway Bureau was evaluated.Major problems such as singleness and insufficient application of assessment results.The main reason is that the Guizhou Provincial Highway Bureau has one-sided understanding of performance appraisal,backward performance appraisal tools and lack of appraisal feedback mechanism.Based on this,this study formulated an overall improvement framework to improve the ideological,tool and application levels of the Guizhou Provincial Highway Bureau’s performance appraisal,and introduced the fuzzy comprehensive evaluation method again when improving the tool level to improve the scientific and scientific nature of the appraisal tools.Practicality.Finally,the implementation procedures of the improvement suggestions for the performance appraisal system are given,and the implementation guarantees to ensure the smooth implementation of the performance appraisal improvement suggestions are proposed from the perspectives of ideology,organization,system and technology.In summary,this study tentatively introduces the fuzzy comprehensive evaluation model into the performance appraisal of Guizhou Provincial Highway Bureau.On the one hand,it uses this model to evaluate the status of performance appraisal of Guizhou Provincial Highway Bureau to find existing problems;on the other hand,it uses this model to construct A new performance appraisal tool was developed to improve the current deficiencies of the tool level.It is hoped that this will help the improvement and perfection of the performance appraisal of the Guizhou Provincial Highway Bureau,and provide a certain positive reference for the performance appraisal of other public institutions. |
