| Heating supply using clean power in rural areas is an important measure to control air pollution in North China,especially in winter.The most important way is clean electric energy heating instead of traditional coal-fired heating which called "coal to electricity".On one hand,electric heating project is affected by the construction of distribution network and the ability of reliable power supply,on the other hand,by the type of equipment,investment and operation costs,policies,emission reduction benefits and other factors.The reliability of power supply and comprehensive operation effect will directly determine the actual application and the development of future incremental projects.Therefore,it is important to quantitatively evaluate the distribution network using for electric heating and the comprehensive effect considering relevant subjects.Based on the investigation and analysis of electric heating distribution network,main equipment types,economy,policies and emission reduction benefits,this paper promotes the technical and economic evaluation as well as the Multi-agent comprehensive evaluation of relevant interests of electric heating distribution network.Firstly,this paper introduces the common electric heating technical schemes and the advantages and disadvantages of different types of electric heating equipment in northern China.And this paper also scientifically analyzes the heating load demand in different regions of northern China as well as the configuration principles of different types of equipment.The relevant government policies related to electric heating projects,such as equipment purchase subsidies,electricity subsidies,supporting power grid subsidies and so on are summarized in the paper.Secondly,the interest demands of the three different interest subjects were analyzed from the perspective of power grid enterprises,users and the government(Society)involved in the electric heating project.The comprehensive benefit evaluation index system of electric heating project was constructed with 31 indexes in three evaluation dimensions of power grid,user and society.Considering the different nature of each evaluation index,the original index data are normalized to ensure the reliability of the results.Considering the different properties of each evaluation index,the original index data are normalized by linear proportional transformation method to ensure the reliability of the results.The linear weighted combination weighting method is used for comprehensive evaluation.According to the characteristics of the evaluation indexes in the three dimensions of technical economy,electric heating users and society of electric heating distribution network,two objective and subjective weighting methods,variation coefficient method and Delphi method,are selected to calculate the weights respectively,and then the optimized weights are obtained by linear weighting,so as to avoid the phenomenon that Delphi method has strong subjectivity and the objective assignment weight coefficient of variation coefficient method is unreasonable.At last,the proposed comprehensive evaluation indexes and methods were verified using the data of three different rural electric heating projects using air hot pump,thermoelectric boiler and heat storage electric heater,in Beijing-Tianjin-Hebei area.The result indicates the electric heating project using air heat pump is the best and the other two are not so good. |
