| Electric energy is an important material basis for national economy and people’s livelihood in China,and a necessary condition for economic and social development.In recent years,with the acceleration of social development and the improvement of people’s living standards,the society has put forward higher requirements on the total amount and quality of power supply for electric power enterprises.Increasing the scale of urban power grid construction has become the only way for electric power enterprises to fulfill their social responsibilities.Taking Tianjin as an example,in order to strengthen the power supply capacity of the power grid,the main network of Tianjin has gradually evolved from "single ring network" to "double ring network" and even "mesh ring network",and the frequency of newly built,renovated and expanded substation projects is accelerated.Substation construction project is a capital,technology,resource intensive project,policy factors,natural conditions,resource supply will have a great impact on the project,whether the construction organization design is an important factor to judge the success of substation construction project.In engineering management,electric power enterprises often pay more attention to the grasp of system norms,which leads to the delay of the completion of most substation construction projects,and the progress and cost control depends on leadership decision-making,lacking effective scientific means.Based on the achievements and experience of domestic and foreign scholars in project schedule and cost management,this paper deeply analyzes the principles and relationship of project schedule management and cost management.Taking the construction project of 220 k V substation in Tianjin Eco-City as an example,this paper formulates the project schedule according to the total project amount and construction conditions.Project 2010 software is used to draw the transverse diagram of the project,generate the network plan diagram synchronically,analyze and define the critical path of the project,and propose the optimization measures for the progress control based on the site construction conditions,construction organization,and construction process.Based on the dynamic cause of the project cost,the functional management system,control process and control measures of the project cost are put forward.The earned value method is used to quantitatively analyze the project progress and cost,compare the current construction situation with the project requirements,and put forward an economic and effective acceleration scheme. |
