| The electric substation construction project has been capital, technology, resource-intensive projects which were influenced by engineering design, procurement and transportation of equipment and materials and many other external factors. Therefore, to maintain the success of the project we focus our attention on effectively dealing with the contradiction of cost control and schedule management. For strengthening UHV power grid construction, promoting smart grid development and implementing "Xinjiang Power Transmission" strategy objectives, the State Grid Corporation initiated the largest power transmission project in the Northwest power grid-the 750 kV interconnection project. It is a complex and difficult project with a scale line,a long and under worse. Successful completion of this project will achieve leapfrog development in Xinjiang, promote the western development strategy of the west, improve national energy security layout and promote the optimization and configuration of energy resources across the country..Based on Xinjiang Phoenix 750kV substation Capacity Expansion Project, this study proposes a cost and schedule control and optimization method through analysis of the principles of project cost management and schedule management and their mutual relations. Specifically, we drew the Gantt chart and network diagram of 750kV substation project; managing project schedule control through the critical path method; proposing a schedule management flowchart which has universal value for substation projects. Moreover, we analyzed the motivation for the project cost, proposed the four functions of project cost control management system, and put forward a generally applicable cost control flowchart in considering of project schedule control objectives for the substation project. In this paper will improve the project management level, and provide necessary reference for similar projects. In the future, has a great practical significance. |
