Research On The Supervision Mechanism Of Registered Civil Engineers (Geotechnical) In China

The licensed qualification system of registered civil engineers(geotechnical)has been implemented in China for over 20 years.Since the implementation of the system,it has played an important role in improving the professional quality of the civil engineers(geotechnical),standardizing the order of the construction industry market and improving the engineering quality and safety level.However,licensed registration system in China started late,at present registered civil engineering(geotechnical)has some problems in the implementation of the system similar to other licensed system,like false registration,information disclosure,and certificate affiliation,there are also some specific problems,like fabricated data,change parameters and other personal problems,which make it is difficult to play their role for registered civil engineers(geotechnical).Therefore,it is one of the key measures to supervise licensed behavior of registered civil engineers(geotechnical)to ensure the sustainable development of the licensed certification system.First of all,in this paper,the concepts related to registered civil engineer(geotechnical)system and supervision mechanism are discussed,which are compared with the registered engineer system in other countries.Combining with the supervision experience in China,the lessons can be drawn and many supervision measures can be proposed.Secondly,this paper adopts the theory of planned behavior to study the dishonest actions of registered civil engineer(geotechnical)during practice process.On the basis of original five variables in the theory of planned behavior,two expanding variables including the government regulation and self-regulation.A structural model for dishonest actions of registered civil engineer(geotechnical)during practice process is proposed,and the hypothesis that how the licensed dishonest behavior intention and dishonest behavior are eventually are influenced is put forward.Through the analysis of the questionnaire survey data,the structural equation model of trust-breaking behavior of registered civil engineers(geotechnical)is established.Through empirical analysis,the hypothesis is verified,and theoretical and practical enlightenment is proposed,which provides a theoretical basis for the proposal of follow-up supervision measures.Finally,focusing on the deficiencies of the supervision mechanism,this paper proposes the improvement measures and direction of the supervision mechanism of registered civil engineers(geotechnical)for the reference of decision-making,combining with theoretical research results and the supervision experience of foreign and domestic regions.The registered civil engineer(geotechnical)is the project leader in the geotechnical industry and is one of the five parties responsible for the project.This paper analyzes the factors that influence practice trust-breaking behavior of registered civil engineer(geotechnical),and finds the government or industry supervision and self-regulation has a great influence on licensed behavior compared to other factors in traditional theory of planned behavior.Therefore,multi-channel and whole-process supervision is an effective way to ensure the sustainable and healthy development of registered civil engineers(geotechnical)and construction industry.
