Traffic accidents have been one of the most serious problems threatened human's survive. Chinese traffic safety condition is more terrible, so it is imperative to improve ours traffic safety and reduce the harm of traffic accidents. The person, vehicle, road systems constitute the basic elements of road traffic, road traffic accidents is closely related to these factors. Driver is a strong group in transport activities. So reducing traffic accidents from the stand point of drives becomes a hot point of research. Traffic safety study not only research on drivers' cognition and personality but also on drivers' social psychology such as attitudes and subjective or personal norm, etc. Impacted on driver behavior. The integrity study on drivers' cognition, personality, attitudes and subjective or personal norm play an important role in China's traffic safety.This paper relies on the fourteenth special topic "safety driving skills, special test and training systems and technical equipment of commercial vehicle drivers" of the fourth subject of national science and technology support "security technology development and a wide range of integrated applications of commercial vehicles". On the basis of the analysis of causes of road traffic accidents, We came up with the driver behavior predictive model based on the theory of planned behavior and Reason's accident causation model. In addition, we defined the related concepts in the model. After analysis the driver behavior questionnaire domestic and abroad, we design our own questionnaire in accord with our model. The questionnaire includes nine dimensions(strategy, attitude, subject norm,perceived behavior, etc.). The nine dimensions conclude fifty-six question items. The questionnaire was assessed using likert scale. Furthermore, we use statistical analysis software SPSS 13.0 to analysis the questionnaire's reliabilities and validity.Structural equation model and its fit indexes were briefly recommended. Proposed criteria of model fit indexes. Using the structural equation analysis software linear structural relations to analyze the sample date and obtained the model parameter estimation. Comparative analysis shows that the attitudes of driving have greater impact on violations, dangerous errors and psychological precursors. The psychological precursors also acts on violations, which is the predictive model did not take into account. At last, we analysis the fit index of the model, and concluded that the model fitted good.
