| Since 2016,in order to solve urban image problems effectively,such as "road zipper" and "spider web in the air".Improve the comprehensive carrying capacity of cities、enhance the level of urban operation and improve the urban environment,China has thorough launched the construction of urban underground utility tunnel.In view of the large investment、long construction and operation cycle of utility tunnel,in order to alleviate the financial pressure of construction and operation,Chinese government has issued relevant policies and norms to encourage local governments to implement utility tunnel construction through PPP(Public-Private Partnership)mode,Since2018,domestic utility tunnel PPP projects have entered into operation.Due to the operation of utility tunnel in China is still in the initial stage,the government and enterprises do not have mature operation experience.Further more,the operation cycle is long and is involving more related parties.These lead to many risk factors such as national policy adjustment、demand for utility tunnel、corridor charges、government gap subsidies、operation costs,equipment maintenance,etc.During the project period,it is difficult to control the risk.In this paper,we take China Construction Xi’an Pipelin e Corridor Company as the research object,identify and evaluate operation risk of the company’s utility tunnel PPP project and provide solutions for the company’s operation risk control.Firstly,this paper introduces the basic theory of operation risk management of utility tunnel PPP project.Then,focuses on the Xi ’an utility tunnel PPP project of China Construction Xi’an Pipeline Corridor Company,screens the list of key operation risk factors with a total of 20 items in 7 categories by literature research method and Delphi method;determines the weight and ranking of each risk by using hierarchical analysis method;and determines China Construction Pipeline Corridor Company PPP project whole operation risk and relevant level by fuzzy comprehensive eval uation method。Finally,propose the operation risk redistribution scheme and risk response measures.Through the systematic risk management study,relevant management schemes are provided for the company’s risk management during operation period,which can also provide reference for the operation risk management of domestic comprehensive pipeline corridor PPP project companies. |
