Study On The Implementation Of Regulatory Planning For Tianjin Sinosingapore Eco-city Area 05

In recent years,eco-city construction has been developing rapidly in China.However,in order to build an eco-city,a series of standard systems linked to low-carbon ecology need to be supplemented,and the original conventional planning standards cannot be applied directly to meet its new requirements.Plus,in a large number of ecocities,the regulatory index system used to guide the construction of eco-cities has not been reformed in accordance with the requirements of the construction of eco-cities.In addition,the existing eco-city regulatory system lacks implementation evaluation,so the reform of eco-city regulatory system is out of the question.As the representative of China's first batch of eco-cities,the Sino-Singapore Tianjin Eco-City start zone area(05)have been most completed and put into use,the implementation evaluation of this ecocity area regulatory plan will inevitably provide lots of lessons for China's other ecocities' regulatory planning to promote their reform,and lay a solid foundation for urban low-carbon eco construction goals in urban land development..Based on a large amount of literature research,this paper improves the implementation of the evaluation index system for the regulatory planning and constructs a framework for the regulatory planning implementation evaluation of the Sino-Singapore Tianjin Eco-City in three phases,implementation process,implementation results,and implementation after-effects.It identified problems of all aspects of the implementation process,put forward suggestions for the improvement of the next phase of preparation and revision of the regulatory plans and the reform of the implementation system.Specific research contents are as followsFirstly,context and concepts.It states the research background,defines the research issues and significance,defines the concepts,determines the research methods,and proposes the research framework and technical route.The second is literature review.This paper reviews the theories and practices of implementation evaluation both domestic and abroad,and summarizes the evaluation objectives,methods,contents,application cases and research deficiencies of the implementation evaluation of regulatory planning.The third is theoretical research.Taking the Sino-Singapore Tianjin Eco-city as an example,the author selects the evaluation indicators for the implementation of the ecocity regulatory planning,and proposed 53 indicators including the implementation process,implementation results,and implementation effectiveness of the regulatory planning.And a set of content framework taking the Sino-Singapore Tianjin Eco-City for example for the implementation of the regulatory planning was constructed..The fourth is empirical research.Taking area 05 of Sino-Singapore Tianjin EcoCity as an example,this paper systematically analyzes and evaluates the implementation process,implementation result and implementation effect of regulatory plan by applying the mentioned implementation evaluation framework.The fifth is improvement strategy.Based on the results of the implementation evaluation,the author summarizes the problems and analyzes the causes of the compilation and revision of the regulatory plan,the reform of the management system and the implementation subject of the regulatory plan,the reform of the implementation process and some relevant norms and plans.
