| As an important infrastructure in China,expressway has developed rapidly for more than30 years,and has played an important role in promoting logistics development,resource development,industrial structure adjustment and horizontal economic integration.At the same time,with the rapid development of social economy,some expressways built in the early days can no longer meet the increasing traffic demand,and serious congestion often occurs,which leads to a series of problems such as reduced travel comfort,increased environmental pollution and easy traffic accidents.Combined with the current national and provincial "14th Five-Year Plan",China’s expressway industry has entered the optimized construction period from the perfect construction period.Reconstruction,expansion and optimization on the basis of national expressway network has become one of the key tasks at present.Due to the short development period and less project implementation of expressway reconstruction and expansion projects in our country,a complete management system has not yet been formed.In the aspect of cost control,we mainly refer to the control theories and methods of new projects.However,because the complexity of reconstruction and expansion projects is higher than that of new projects,relying only on the theories and methods of new projects will easily lead to the risk of cost runaway such as large cost deviation,which will have a great impact on the smooth development of cost work and the economic benefits of the project.In order to improve the cost management level of reconstruction and expansion projects,it is necessary to study and analyze the factors affecting the cost.Firstly,the cost of the expressway reconstruction and expansion projects built and under-built in Guangdong Province is systematically investigated,and the significance of studying the cost of reconstruction and expansion projects is put forward by comparing with the cost of newly-built expressway;Then,referring to the existing highway engineering cost management theories and methods,combining with the characteristics and cost management experience of reconstruction and expansion projects in Guangdong Province,and through in-depth exchanges with industry experts and related practitioners,the main factors affecting the project cost in each stage are systematically discussed from the planning and decision-making stage,design stage,bidding stage,construction stage and completion stage of the whole process of reconstruction and expansion project,and on this basis,the questionnaire of influencing factors of highway reconstruction and expansion projects in Guangdong Province is designed;Then,the entropy weight-TOPSIS comprehensive evaluation model of influencing factors is established and programmed by Python language;Next,through the questionnaire survey,the evaluation data of some experts and practitioners on each factor from the four typical dimensions of "influence degree","occurrence frequency","control difficulty" and "solution time-consuming" are obtained.After introducing the evaluation data into the entropy weight-TOPSIS model,the comprehensive influence ranking of each factor is obtained;Finally,we put forward specific coping strategies for some factors with the greatest comprehensive impact.In this study,the establishment of multi-index evaluation system and the organic combination of entropy weight method and TOPSIS method not only make the analysis results of this paper more objective,true and accurate,but also have certain innovation in the research field of influencing factors of engineering cost.The research in this paper provides reference and help for the future cost management of reconstruction and expansion projects,and helps to reduce project cost and improve the investment benefit,so it has strong practical significance. |
