| Transportation is the key to rejuvenate the country and the foundation of a country.In recent years,Chinese transportation engineering industry has flourished,and expressway has played a huge role in national economy and social development.In order to adapt to the improvement of the road network and requirements the needs of economic,social,and transportation development,recently,some provinces and cities in China have begun to vigorously develop expressway renovation and expansion projects.Other than completely new construction,we should consider more factors in renovation and expansion.In terms of cost control,the condition is also particularly complex.The construction stage is the main step to achieve engineering construction and value-added use,and it is also a stage with a large amount of capital investment.The quality of cost control determines the amount of enterprise benefit.Therefore,it is necessary to study the cost control during the construction stage of expressway renovation and expansion projects.The article has selected the Q Expressway Reconstruction and Expansion Project as the research object,and the following work was mainly carried out:Firstly,conduct on-site investigations.This article summarizes the characteristics of Q project,including complex construction organization,tight schedule requirements,complex construction environment,high construction quality requirements,and many construction guarantee measures and uncertain factors,through on-site investigation and data collection.Compared to newly built highways,cost control is more complex.Secondly,identify issues.Based on extensive literature review and theoretical analysis of cost control for highway renovation and expansion,combined with the feedback data from the cost contract department of the Q project department,the earned value method has been used to analyze the current status of cost control during the construction phase.It was found that there is a problem of cost overrun under the premise that the construction progress meets the planned schedule,and analyze the problems in project cost control.Once again,analyze the problem.By inviting authoritative experts,scholars,and engineers such as Q project management personnel and consulting company cost management professionals to conduct interviews,we identified the problems and 12 influencing factors of cost overruns in construction cost control of Q project.After screening and determining the indicators,we have ultimately established an evaluation index system for the influencing factors of cost control during the construction phase of Q project.The article has also conducted a questionnaire survey on authoritative experts,scholars,and engineers such as Q project management personnel.Based on the actual situation of Q project,they compared and score the influencing factors of construction cost control in pairs.Based on this,The article has constructed a judgment matrix,used Analytic Hierarchy Process to evaluate the index system of cost control influencing factors,obtained the weights of the influencing factors,and ranked the importance of the indicators according to the weighting results.Finally,solve the problem.According to the ranking results of importance,specific suggestions on cost control and optimization measures in the construction stage are proposed from four aspects of organization,technology,economy and contract: strengthen the construction of cost control system,improve the level of management personnel,implement safety management responsibilities,improve the level of traffic organization in the reconstruction and expansion site,strictly control the construction quality,strengthen the control of cost elements,improve the market price database,strengthen the standardization of contract performance management,timely carry out engineering changes and claims,these measures ensure that Q project achieves optimal project benefits in the following construction stages.This article is hoped to provide certain theoretical reference value for cost control during the construction phase of expressway renovation and expansion projects,and also provide practical reference significance for cost control of construction enterprises in similar engineering projects. |
