| Over the past 40 years of reform and opening up,the rapid improvement of urbanization has promoted the continuous incremental development of cities in China.Now,in the new era,most cities have entered the era of land stock renewal.At the same time,the Pearl River Delta region,represented by Guangzhou,Shenzhen,Foshan and other places,has been playing the role of a national land reform pilot field.For more than ten years,in order to seek the efficient use of urban land,effectively improve the quality of urban space,and constantly improve the level of social services,it has carried out exploration attempts on urban renewal and comprehensive land improvement.In the process of urban renewal,the formulation and implementation of local policies play a key role.For many years,Guangzhou,Foshan and other places have been constantly improving the policy system of urban renewal,especially the transformation of old villages,in combination with the social and economic development situation at different stages,trying to improve the quality of urban space more reasonably and effectively from the perspective of optimizing the work process,clarifying the management and control requirements,and giving consideration to the distribution of interests,so as to improve the effect of comprehensive land governance,so as to shape a new urban form suitable for the development of the times.Under the new policy system,the planning method of old village reconstruction is also constantly improved and promoted to play a leading and controlling role in specific reconstruction projects.Nanhai District is the only experimental area for reform and innovation of urban-rural integration development in Guangdong Province at present.Starting from the "three old" transformation,after simple land consolidation,excessive village level industrial park transformation and overheated real estate development,it proposed a new mechanism for the transformation of old villages in 2021,including capacity demonstration as the basic premise for setting the transformation and development volume,It provides institutional guarantee for the reconstruction of old villages in Nanhai District to meet the needs of the new era.However,in the implementation process of old village reconstruction under the new policy system,the government,enterprises,village collectives,planning and design units and other participants are difficult to complete the implementation of the whole process by "following the map".This is mainly reflected in the "derailment" contradiction between the formulation and implementation of the policy system: unclear work depth,unclear work process,excessive rigidity of control indicators,etc.,which has greatly affected the smooth progress of the transformation project,and even runs counter to the original intention of the policy.The planning work in the front of the whole transformation process needs to explore and practice scientific and effective working methods under the new era background and policy system.Based on the urgency and necessity of carrying out comprehensive land consolidation and improving inefficient land use efficiency in the South China Sea under the new era background,the author tries to provide a reasonable and effective implementation path for the renewal planning of old villages in the South China Sea District through the research method of "induction deduction demonstration".In this paper,the "transformation planning" and its methods are deeply analyzed,and it is pointed out that the transformation planning referred to in this study is essentially different from the general traditional legal planning.It is defined based on the division and limitation of the current urban renewal policy on the process stages and the multi-party collaboration of the actual work.It is a general term for all links of work before the implementation of the old village transformation,including basic data survey Preparation of unit plan,unit plan or control plan,etc.This "broad" planning is suitable for the reconstruction of old villages with the joint participation of multiple subjects and coordinated promotion of multiple links.This paper first combs out the current policies and requirements of Foshan on basic data survey,capacity demonstration rules,unit plans and regulatory detailed planning.Taking Pingxi Old Village Reconstruction Project as an empirical case,it summarizes the unclear rules,unclear directions The problems such as poor process,and in-depth analysis of the causes,put forward the idea of solving the problems existing in each link of the current pre planning of the old village transformation by taking "tamping the foundation-planning-implementing indicators-promoting implementation" as the method path;Finally,suggestions for optimizing the policy and planning methods based on the dimensions of application,administrative approval and technical specifications are put forward to provide reference for the follow-up work practice,policy formulation and standard amendment of old village
