Research On The Impact Of Key Success Factors Of PPP Project On Performance

The elderly care project PPP project is a new development model,in which two main entities participate in the construction of the project.After the completion of the project,the public can be attracted to experience elderly care services and solve the problem of China’s aging population.The pension project PPP project has many advantages,such as: providing a new way to reduce the country’s fiscal expenditure;adding a new direction to the development of private enterprises;the past traditional pension projects have many problems,the emergence of new models can solve the traditional Advantages such as the problem of the model.The essence of the PPP project of the elderly care project is that the government department plays a leading,supervising and management role.Private companies build elderly care projects based on their strong capabilities to improve the diversity and competitiveness of elderly care services.Therefore,stakeholders(government departments,private enterprises,and the public)are eager to have new models to replace the traditional pension model to achieve the goal of government departments to improve social benefits,increase the benefits of private enterprises,and increase the diversity of public pension models.The purpose of transformation.Combining the above actual situation,according to different perspectives of literature,such as: domestic and foreign literature on the key success factors of PPP projects,performance indicator exploration,and literature on related projects such as pension engineering PPP,summarized the conclusions of each document,and initially identified 5 PPP project performance indicators for elderly care engineering and 29 key success factors for elderly care engineering PPP projects;use expert interviews to further optimize the key success factors to 24;use questionnaire survey method to further determine project performance indicators and key success factors of the project,and Use the methods of validity analysis and reliability analysis to prove the reliability of the questionnaire;use the factor analysis method to divide the identified24 key success factors into five directions: project public subject factors,external environmental factors,Internal mechanism factors,procurement factors,project management factors;use structural equations to establish the model of the impact of key success factors on project performance indicators,obtain the path of impact of influencing factors on performance,and measure the weights of 24 key success factors.After that,based on the results of the factors that affect the weight and the case analysis of the Second Social Welfare Center of Chaoyang District,Beijing,specific policy recommendations for improving the performance of the PPP project of the elderly care project are put forward.The research results can provide relevant theoretical basis for the application of PPP model to the construction and operation of pension projects,and can also provide direction guidance for the construction and construction parties of PPP projects of pension projects to improve performance.
