Study On Key Success Factors Of PPP Project In Sponge City

In recent years,the frequent occurrence of urban rain and flood disasters in China and the slow development of urban rain and flood infrastructure have caused the situation of "the city looks at the sea" and brought great inconvenience to residents’ lives.Therefore,it is of great significance to promote the development of sponge city.China started late in the construction of sponge City,so it needs to be constantly improved.Sponge city refers to transforming the city into an "elastic sponge",which can better cope with natural disasters caused by rainstorms,reduce waterlogging,and solve water shortage problems.Although the "sponge city" project can solve the above-mentioned problems,it costs too much and has great financial pressure on the government.Therefore,the state proposes to adopt the PPP mode,that is,the cooperation between the government and social capital,to cope with the shortage of government funds.In China,the PPP model has been widely used in various fields,especially in infrastructure construction,which has been widely recognized and applied by people.At present,PPP has become one of the important means to promote urbanization and economic development.However,it is still a very important issue how to use PPP to carry out sponge city construction more rationally,and few researchers at home and abroad have studied this aspect.On this basis,this paper takes the success factors of sponge city as the starting point,and gives some suggestions on the construction process of sponge City PPP project,in order to achieve better results.At first,the paper summarizes the progress of the research on the key success factors of PPP projects at home and abroad and the research status of "sponge city",and points out the problems in the current stage of China’s sponge city project and some of the reasons for these problems.Then it introduces the formation process of the list of successful influencing factors of sponge City PPP project in detail.First,we use the literature method to preliminarily determine the influential factors that appear frequently in the literature.Then,six typical sponge City PPP projects are selected by using the case analysis method.Starting from the actual situation,six influencing factors are proposed for the sponge City PPP projects.Finally,according to the opinions of experts in the expert interviews,the obtained influencing factors are analyzed and summarized.Finally,33 successful influencing factors of sponge City PPP projects are obtained,and then the factor analysis method is used for data analysis,The 33 success influencing factors are divided into four categories,namely,social capital participant factors,government factors,external environmental factors and project own factors.The analytic hierarchy process is used to define the top six success influencing factors of the comprehensive weight as the key success influencing factors of the sponge City PPP project.The results show that the government’s participation experience,the financial strength of social capital,the degree of government support,stable policy support,the professional ability of social capital,and government credit are the six key influencing factors affecting the success of the sponge City PPP project.Finally,in order to verify the above conclusions,the paper selects s Sponge City PPP project as an actual case to analyze and find out the factors affecting the success of the project.Finally,based on the key success factors obtained in this paper and the analysis of actual cases,five suggestions are put forward for the successful implementation of the sponge City PPP project: the government should improve the relevant laws and policies of the sponge City PPP project,find suitable investment and financing structure and operation mode,refine the contract terms of the sponge City PPP project,find high-quality social capital parties to participate in the construction,operation and maintenance,optimize and innovate the sponge City PPP mode.
