Analysis Of Critical Success Factors Of PPP Projects In Sponge Cities Based On AHP-DEMATEL

At this stage,the process of urbanization in my country is accelerating,which has caused the urban population to continue to increase.And because of the frequent occurrence of heavy rain disasters in cities in my country in recent years,and the lagging development of urban rain and flood infrastructure,the phenomenon of "urban watching the sea" has continued to emerge and residents’ lives have been severely affected.Therefore,the construction of sponge cities is particularly important.Sponge cities refer to making cities have good elasticity like sponges,which can better deal with natural disasters caused by rain,and solve the problems of urban waterlogging and urban water shortages.Although the sponge city project benefits the country and the people,it requires a huge amount of funds and the government finances are overwhelmed.Therefore,Premier Li Keqiang proposed to use the government-private partnership(PPP)model to build sponge cities to solve the problem of government funding shortages.However,how to use the PPP model to build sponge cities more efficiently is still a major problem at present,and few domestic scholars have made research results in this area.Therefore,this article mainly starts with the construction of an index system of influencing factors,and explores the key influencing factors that affect the success of sponge city PPP projects.This article first reviews the research background of "sponge cities" at home and abroad and the development status of sponge city PPP projects in my country,and points out the characteristics and problems of my country’s sponge city PPP projects.At the same time,the research process of the key success factors of PPP projects is summarized;secondly,the literature on the key success factors of existing PPP projects is statistically analyzed through the literature statistics method,and the influencing factors with higher frequency are identified.At the same time,through the analysis of the failure and success of the Sponge City PPP project,the factors that have an impact on the success of the Sponge City PPP project are identified.Based on the opinions of the experts in the expert interviews,the final screening except for 5 first-level influencing factors and 32 second-level influencing factors;in addition,the collected data is analyzed by the analytic hierarchy process-decision making trial and evaluation laboratory(AHP-DEMATEL)method and calculated The comprehensive weight and“four degrees” of each influencing factor are calculated and weighted to calculate the comprehensive influence degree of each influencing factor to identify the key success factors of the sponge city PPP project;finally,according to the sponge city According to the ranking results of the comprehensive impact of PPP projects,five related suggestions are put forward to provide references for the construction of PPP projects in the sponge city in the future.The results show that the government’s contractual spirit,stable and reasonable return mechanism,reasonable contract risk sharing mechanism,experienced professional team,and long-term stable and good operation and maintenance are the five most critical factors affecting the success of the Sponge City PPP project.In addition,reasonable contract benefit distribution mechanism,strong financial strength,professional consulting team,comprehensive feasibility study,reasonable allocation of PPP project packages and reasonable coordination of the relationship between various stakeholders are also relatively important influencing factors.At the end of the thesis,according to the ranking results of the comprehensive impact of the sponge city PPP projects,five related suggestions are put forward: the government should improve the relevant laws and regulations of the sponge city PPP project,find the appropriate investment and financing structure and operation mode,and improve the contract content of the sponge city PPP project.,Looking for high-quality social capital,perfecting the preparatory work of the sponge city PPP project,etc.It provides a theoretical reference for the construction of sponge city PPP projects with higher efficiency and high quality in the future.
