| After World War II,the international community gradually paid attention to children’s growing environment, and nowadays "child-friendly" has become the purpose and philosophy of development in many countries and regions around the world, and the creation of child-friendly cities and communities has become an international consensus. As the country with the largest group of children,China’s planning and development in recent years has also paid more and more attention to creating child-friendly cities and communities.Shenzhen,Shanghai,Changsha and other places have successively carried out the construction of child-friendly cities and communities, and in 2019 Wuhan has held a national expert seminar on building child-friendly cities, which has put the construction of child-friendly cities and communities on the agenda.Child-friendly community planning has received much attention in China in recent years, and relevant practical explorations have emerged, but the sustainability of child participatory planning is still a challenge at this stage. As a result, this paper develops a study on participatory planning for child-friendly communities, aiming to explore a way to optimize sustainable issues and propose a whole process and sustainable model of participatory planning for children. The study defines child-friendly communities from the perspectives of participatory planning and children’s environmental behavior;through summarizing and analyzing children’s participatory planning practices at home and abroad,it clarifies the differences and common features of various practices and processes;systematically compares the theories related to children’s environmental behavior and discovers the influence of children’s behavior and activity characteristics on participatory planning.Based on the core theories and values, the participatory planning for child-friendly communities is re-conceptualized as having a "core-periphery" planning body, following the planning principle of "effective communication" and adopting a "child-friendly" planning form, and always centering on children’s actions.Based on the above-mentioned research analysis and the current research on children’s participatory model,we found common patterns in the stages of children’s participatory planning, and based on this,we proposed a sustainable model of children’s participatory planning work-the Model of Sustainable Child Participation(abbreviated as MEET model),which consists of four action stages: Mobilize,Empower,Enlighten and Together. This paper elaborates the connotation, key points and arrangements of each stage, provides clear guidance on planning actions, and offers planning operation methods that can effectively guarantee children’s rights, promote children’s continuous participation and sustainable development of community childfriendliness. Finally,an empirical study of the MEET model is conducted to verify the effectiveness and feasibility of the model, taking the child-friendly construction of the Yangtze River Zidu community in Wuhan City as an example.Practice has proven that the MEET model can be effectively applied to the construction of child-friendly communities, promoting the initial formation of childfriendly autonomous development in the community, successfully promoting the completion of a round of planning by multiple participating parties, and achieving certain results in the transformation of space, the protection of children’s rights and the sustainable development of the community. |
