| In the 21 st century,it is the development mission entrusted by the times to adhere to the self-reliance and self-improvement of science and technology and embrace the future through innovation.In 2012,Chinese economic development entered a new normal,and innovation-driven became the core strategy of national economic development.Sichuan Province,as one of the innovative provinces in promoting the comprehensive construction of the western region,meets the opportunity of the times and responds to the call of the country,relies on the east wind of innovation,promotes the comprehensive innovation reform experiment,Grasp major strategic opportunities and promote the construction of twin city economic circle;Adhere to innovation driven development,aim at the navigation mark of scientific and technological development,boost the development of innovative industries,and support the improvement of economic development capacity through innovative industries.Industrial innovation is the process of a series of creative activities such as technological innovation and process innovation of related innovation subjects under the action of various factors.The policies formulated by the government are the key factors in promoting the development of innovative technologies.Science and technology policy plays a vital role in enhancing the independent innovation capability of the industry.During these years,the government of Sichuan province has also promulgated many science and technology policies to provide factor guide for industrial innovation,promote industrial transformation and implement innovation-driven development.However,policy is often not a single form,but a combination of multiple policies interacting with innovation.As the number of policies increases,the interactions of policies become more complex.Therefore,it is urgent to explore the impact of science and technology policy mix on industrial innovation.In order to study the impact of science and technology policy mix on industrial innovation in Sichuan Province,this paper first selects the characteristics of science and technology policy mix from Sichuan Province as a way to evaluate the effect of policy mix,and proposes a hypothesis about the characteristics of science and technology policy mix and industrial innovation combined with the research of domestic and foreign scholars,then construct a research model.then collected the provincial-level science and technology policies of Sichuan Province from 2012 to 2020,and sorted out the subject,effect and type of science and technology policies in Sichuan Province;Based on supply-oriented policies,demand-oriented policies,and environmental-oriented policies,refer to the research of relevant scholars to establish policy quantification standards,and quantify the collected 112 science and technology policy texts of Sichuan Province from both policy strength and policy tools according to the policy quantitative standards to form a policy score table;then calculate the characteristics of the combination of science and technology policies,and thus obtain the independent variables in the hypothesis.It also analyzes the evolution trend of the internal tool mix characteristics of independent variable supply-oriented policy,the evolution trend of the internal tool cmix characteristics of demand-oriented policy,the evolution trend of the internal tool mix characteristics of environmental policy,and the evolution trend of the three types of policy mix characteristics of supply-oriented,demand-oriented and environment-oriented.Finally,collect the relevant data of high-tech industry innovation activities in Sichuan Province from 2012 to 2019 as the control variable and dependent variable,and take the characteristics of science and technology policy mix in Sichuan Province as the independent variable to study its impact on industrial innovation through regression analysis.It is found that:(1)the science and technology system of Sichuan Province is constantly improving,but there is a structural imbalance within the policy.(2)The science and technology policies of Sichuan have an unreasonable structure and low authority.(3)The breadth and degree of coordination of science and technology policies in Sichuan Province continue to increase,but the changes in development intensity vary greatly.The characteristics of supply-based and environmental-based internal tool mix and the evolution trends of different types of policy mix are not significantly different,but the comprehensiveness of demand-based policies.And consistency is far lower than supply-oriented and environmental-oriented policies.(4)The characteristics of different types of science and technology policy mix in Sichuan Province have a positive impact on industrial innovation,but there are differences in the impact of the same type of policy internal tool mix characteristics on industrial innovation.The development of internal tools of supply-oriented policies is uneven,and the degree of coordination between internal tools of demand-oriented policies and supply-oriented policies needs to be improved.Therefore,the following proposals are came forward to enhance the quality of science and technology policy system in Sichuan Province.First,improve the authority and mandatory binding force of policies by optimizing the structure of policy strength.Second,pay attention to the top-level design of science and technology policy mix,and change the science and technology policies of Sichuan Province to focus on supply and ignore demand.The third is to optimize the internal combination of policy tools to achieve a diversified selection and balanced combination of policies.The fourth is to improve the policy coordination mechanism and promote the coordination between policies.Through these methods,we will improve the science and technology policy system in Sichuan Province,provide better policy support for industrial innovation,enhance industrial competitiveness,enhance the level of regional innovation,and support the improvement of economic development capabilities with innovative industries. |
