Research On The Behavior Of Chengdu Economic Development Zone Government In Promoting The High-Quality Transformation And Upgrading Of Manufacturing Industry

In the context of the global reconstruction of the value chain,the manufacturing industry has become an important field to deepen national competition.Therefore,China has formulated the "Made in China 2025" strategy,which provides policy guidance for achieving high-quality development of manufacturing.The concept of high-quality development was first put forward in the report of the 19 th National Congress of the Communist Party of China.Its connotation is to enhance the vitality,innovation and competitiveness of economic development.Enterprises are the "protagonists" in the high-quality transformation and upgrading of manufacturing industry,but it is undeniable that the role of the government can not be ignored.Academic research on the transformation and upgrading of manufacturing industry at home and abroad has formed a general consensus.The government’s ability to use its macro-control in promoting the high-quality transformation and upgrading of manufacturing industry is of great significance and role in creating a good development environment.After years of development,Chengdu Economic Development Zone has formed a manufacturing system dominated by the traditional automobile industry and supplemented by electronic equipment,new energy and intelligent vehicles,aerospace equipment,rail transit equipment and tobacco products,which has provoked the important task of revitalizing the automobile economy in Sichuan Province and played an important role in the economic and social development of Chengdu and the economic development zone.For the development of Chengdu Economic Development Zone,the prosperity of automobile means the prosperity of economy,and the strength of automobile means the strength of economy.However,after the high-speed development,it is followed by prominent contradictions,such as single development categories,slow transformation of old and new technologies,incomplete industrial chain and so on,which are difficult to meet the needs of economic development in the new era.In this case,how to explore a way for the government to guide the high-quality transformation of manufacturing industry in the new era is worthy of in-depth thinking and discussion.Taking Chengdu Economic Development Zone as the research object,this paper focuses on the role of local government in the transformation and upgrading of manufacturing industry.Based on the new public service theory,service-oriented government theory and holistic governance theory,this paper comprehensively uses the methods of literature research,comparative analysis and interview investigation.Firstly,it expounds the basic situation of Chengdu Economic Development Zone in detail,and combs the working measures and achievements of Chengdu Economic Development Zone Government in promoting the high-quality transformation and upgrading of manufacturing industry,and further analyzes the shortcomings of the current development of manufacturing industry and the problems and reasons of government behavior.By summarizing the practices of advanced regional governments at home and abroad to promote industrial transformation and upgrading,the author obtains the experience and enlightenment that policy planning,innovation investment,project attraction and public service supply play an important role in this process.Finally,based on the regional situation,the author puts forward countermeasures and suggestions to promote the high-quality transformation and upgrading of manufacturing industry,such as strengthening policy support,improving the guarantee of key elements,accelerating the transformation of government functions and optimizing the public service system.Taking the transformation and upgrading of manufacturing industry in Chengdu Economic Development Zone as an example,this paper studies the behavior of the government in this process,and discusses the path and Countermeasures of the government to promote the high-quality development of manufacturing industry.Previously,scholars’ research mostly focused on the central,provincial and municipal governments and regions,and the grass-roots government selected in this paper is obviously different from this.Compared with this,the grass-roots government has less authority,but it is more operational.Through the research of this paper,I hope it can be a reference for other regions with similar industrial structure to establish high-quality transformation and upgrading of manufacturing industry.
