Intelligent manufacturing is the main direction of China’s development of a strong manufacturing country and the main force to promote regional synergy.With rich scientific research technology,solid manufacturing foundation,concentrated policy advantages and complementary geographical resources,Jing-Jin-Ji are the key development areas of intelligent manufacturing industry.At present,the development of intelligent manufacturing industry in Jing-Jin-Ji region is rapid,but the development of regional symbiosis of intelligent manufacturing industry is still in the early stage,and there are problems such as unbalanced development between regions leading to obvious siphoning effect and government subsidies increasing revenue but not profit,which makes it difficult to coordinate the interests of all parties and mobilize the enthusiasm of enterprises in the three regions for synergy and symbiosis.Therefore,it is important to explore the main factors affecting the symbiosis of Jing-Jin-Ji intelligent manufacturing industry and explore feasible development paths.In this paper,the symbiosis system of Jing-Jin-Ji intelligent manufacturing industry is studied.Based on the simulation of the current symbiosis model in Jing-Jin-Ji,we combine symbiosis theory and stakeholder theory to explore the driving factors that promote the mutual symbiosis of the industries in Jing-Jin-Ji.Subsequently,the policy synergy is used as the entry point to further consider the government regulation problem,construct a three-party evolutionary game model,and use simulation and sensitivity analysis to reveal the dynamic evolutionary path of the strategies of the participating subjects.The specific research contents of this paper are as follows.1.Review the research results of Jing-Jin-Ji intelligent manufacturing industry symbiosis,explore the factors influencing Jing-Jin-Ji intelligent manufacturing industry symbiosis,and identify the system structure.The research background and research significance of Jing-Jin-Ji intelligent manufacturing industry symbiosis are explained from both realistic and theoretical aspects respectively,and the research ideas are clarified.On this basis,we use CiteSpace bibliometric software to visualize and analyze the development history and frontier hotspots of Jing-Jin-Ji regional synergy and industrial symbiosis,sort out and summarize the key factors influencing industrial symbiosis,and elaborate from the perspective of industrial symbiosis influencing factors and policy simulation to lay the theoretical foundation for the following study.2.Considering the interaction mechanism of enterprises in Jing-Jin-Ji region,the Logistic equation is used to construct a symbiotic system of Jing-Jin-Ji intelligent manufacturing industry with Jing-Jin-Ji enterprises as the three main bodies.By analyzing different symbiosis patterns formed by different combinations of values of symbiosis coefficients and numerical simulation tests,the association between each symbiotic subject is analyzed to explore the symbiosis mechanism of Jing-Jin-Ji Intelligent manufacturing industry,and it is proposed that how to use government regulation to set reasonable incentive strategies is the key to promote the evolution of industrial symbiosis.By comparing different evolutionary stability constraints,a reasonable and feasible government regulation strategy is designed to guide Beijing and Tianjin enterprises to increase their willingness to actively participate in the symbiosis.3.Multi-agent simulation of symbiotic evolution of Jing-Jin-Ji Intelligent manufacturing industry under government regulation.The Netlogo simulation platform is used to construct an m-ABM simulation model to verify the validity of the evolutionary results of the strategy choice of game subjects under different situations.At the same time,the sensitivity analysis is conducted by numerical simulation using Python software to explore the influence of each coefficient on the symbiosis of Jing-Jin-Ji Intelligent manufacturing industry respectively.The study shows that the design of appropriate governmental regulation strategies and the setting of reasonable regional industrial symbiosis coordination mechanisms can effectively increase the willingness of the three regions to actively symbiosis.When the government’s penalty coefficient for Beijing,Tianjin and Hebei enterprises is low,it is difficult to promote active symbiosis of enterprises in each region,and the larger the penalty coefficient is,the more favorable it is to promote enterprises in each region,especially Beijing enterprises,to choose active symbiosis strategies.Within the threshold,when the government’s subsidy coefficient for Beijing,Tianjin and Hebei enterprises increases,it plays a positive incentive role for both parties’ willingness to symbiosis.If the threshold is exceeded,the government can no longer effectively regulate the symbiosis of Jing-Jin-Ji Intelligent manufacturing industry because of the excessive input.Based on the research findings,it is proposed to take policy regulation as a breakthrough point to promote the willingness of industrial cooperation in each region and provide a theoretical reference to promote the symbiotic development of intelligent manufacturing industry in Beijing,Tianjin and Hebei.
