In recent years,with the deepening of the concept of harmonious coexistence between human and nature,the idea of hydro-civilization ecology has been continuously integrated into people’s production and life.In response to the national call,various regions have carried out comprehensive construction work around river and lake ecology,environment,management,and other aspects.In March 2020,Heilongjiang Province took the opportunity of the Jiamusi section of the Songhua River being selected as the first batch of national demonstration rivers and lakes and carried out provincial-level demonstration river and lake construction work in the province.In accordance with the provincial selection and municipal recommendation methods,a total of 20 rivers were selected,creating a demonstration model for the province’s rivers and lakes.This study selected the Mudanjiang Xihu Xiu Bridge-Dawan Dam section as the research area from the 20 selected demonstration rivers and lakes in the province.Therefore,this study chose to analyze and study the three stages of the demonstration river and lake construction,namely,the pre-construction,mid-construction,and post-construction stages.The research period was selected as 2019-2021.The study constructed a DPSIRM(Driving force-Pressure-State-Impact-Response-Management)model to analyze the internal relationships between various indicators in the model.Based on the "Notice on Carrying out Demonstration River and Lake Creation Work"(Heihe Office Letter {2020} No.1),the "Guidelines for River and Lake Health Evaluation," and the local implementation plan for demonstration rivers and lakes in Mudanjiang,combined with their mutual relationships and specific meanings,a total of 25 suitable indicators for the Mudanjiang demonstration river section with outstanding construction level were selected to construct a provincial-level evaluation system for demonstration river and lake construction in Mudanjiang.The weight of each indicator was determined by a subjective and objective weighting method,and the TOPSIS method was used to conduct a comprehensive analysis and evaluation of the construction effectiveness of the Mudanjiang provincial demonstration river section by standardizing and utilizing the data matrix,combined with the determined weights.Reasonable suggestions for future river and lake construction in Mudanjiang were proposed.The study found that:(1)Combining the specific construction situation of the research area,the construction standards of various indicators,and the internal connectivity of the DPSIRM model,specific standards for each indicator were determined,and thresholds were set for each standard.At the same time,the thresholds were added to the comprehensive evaluation calculation to determine the standard value and critical value of the analysis and research on the construction effectiveness of the demonstration river and lake section.The closeness between the construction effectiveness of each year and each standard was determined to fully utilize the representativeness,quantifiability,and dynamic role of the model.(2)The comprehensive weight of each subsystem and its subordinate indicators were determined by a subjective and objective weighting method.The analysis of the weight values of each subsystem found that the management subsystem(M)had the largest proportion among all subsystems.From this,it can be known that human factors play a huge role in it.From the perspective of provincial-level demonstration river and lake construction and the comprehensive development of future rivers and lakes,management(M)is the key to improving the river and lake environment,enhancing the quality of rivers and lakes,and achieving harmony between humans and water,through four aspects of improving the responsibility system,enriching the system,consolidating the basic work,and tapping the hydroculture.(3)According to the evaluation using the TOPSIS method,in 2021,the 25 indicators that reflect the comprehensive level of rivers and lakes,the level of long-term management of rivers and lakes,and the level of harmonious development between humans and water,for the Mudanjiang Xihu Xiu Bridge-Dawan Dam section,were found to be the best,followed by 2020 and 2019.From 2019 to 2021,all subsystems have developed positively and are more closely aligned with the standard values of each indicator.However,the subsystem-Response(R)is relatively weaker than other subsystems in terms of conformity with the standard values,reflecting the weaker ability of Mudanjiang city to provide timely and reasonable positive feedback when facing various pressures and negative influences.In response to this problem,there is still a lot of room for improvement in Mudanjiang city.
