Water is not only the source of life but also the most important material foundation of the booming economy and society.Under the effect of terrain,countless rivers and lakes,which are cascaded and/or in parallel,formed a more complicated water system,named as river-lake water system(RLWS).Comparing with the single river or single lake,the RLWS has a stronger integrity,a stronger water resources bearing capacity,a better flood resistance ability and so on.However,the development of human beings not only seriously affects the structure and function of the RLWS,but also restricts the harmonious development of the RLWS and economic society.Therefore,it is important and urgent to quantitatively evaluate the harmonious relationship between the RLWS and economic-social development,and carry out the balanced control countermeasure research,which is of great significance for constructing the water ecological civilization of XiangYang city and promoting the human-water harmony.Based on the previous researches and the harmony theory,this paper selecting XiangYang city as research area carries out the harmonious quantitative evaluation of the RLWS and the economic-social development.Also,the main research contents of this paper are as follows:(1)Researching on the harmonious quantitative evaluation of the RLWS and the economic-social development.According to the rule of ‘the goal-the guideline-the classification-the indicator',we first construct an index system for the quantitative evaluation of the RLWS and the economic-social development.Specifically,the index system includes four subsystems,namely the structure,the function,the economy and the society.Subsequently,using the evaluation method of single index quantification-multiple indexes synthesis-multicriteria integration(SMI-P),based on the data from 2001 to 2015,we quantificationally evaluate the harmonious degree of the RLWS and economic-social development in XiangYang city.Therein,the weights of these indexes are calculated using the analytic hierarchy process method and the entropy-weight method.(2)Identifying the key elements in the harmonious development of the RLWS and the economic-social by combining the social network analysis method with the grey correlation analysis method.Based on the closeness,the betweenness and the concentration,we construct the adjacent matrix and identify the key elements which affect the harmonious relationship between the RLWS and the economic-social by using Ucinet and Pajek softwares.According to ‘the initialization of the data-the absolute difference calculation of the sequence-the calculation of the correlation coefficients-the degree of the correlation,we also carry out the identification of the key elements.Finally,we analyzed the results of the two methods.(3)Researching on the balanced control model of the RLWS and the economic-social.First,a model framework,including the principle,the classification,the ideas and other aspects,is proposed.Second,based on the physical truth of Xiangyang city and the identification results of the key elements,we quantificationally evaluate the harmonious control results by using the harmony equilibrium method and setting two control circumstances.Finally,in view of the differences of natural geographical and water conditions in Xiangyang city,we consider the macro guidance level and the specific implementation level,and propose the balanced control countermeasures to guarantee the harmonious development of the RLWS and the economic society.
