Nuclear power plants are complex in technology,difficult to build and demanding in safety and quality.The 2021 Government Work Report proposed that "nuclear power should be actively and orderly developed on the premise of ensuring safety".This is the first time in the past 10 years that the key word "positive" appeared in the Government Work Report when referring to the development of nuclear power,which means that nuclear power will play an irreplaceable role in ensuring energy supply and security,and further demonstrates the country’s determination to develop nuclear power.Since the first nuclear power project in Qinshan,China’s nuclear power engineering construction practice has accumulated rich experience in design,equipment manufacturing,procurement,construction and non-nuclear commissioning,and has also formed a complete and effective safety management system.However,in the stage of nuclear commissioning,how to carry out the commissioning test in a reasonable and compliant,safe and effective manner,control the operating parameters of the unit within the normal range,and avoid unnecessary unplanned shutdown of the reactor is a difficult problem in front of the commissioner.The safety management of the nuclear commissioning test stage is of great significance to the safety construction of nuclear power projects,and is an important link to ensure the safety of the unit before commercial operation.After the practice of the non-nuclear commissioning stage,although the N nuclear power project has established a basic commissioning safety management system and formed preliminary safety management control indicators for commissioning tests,some safety-related incidents have still occurred due to various factors.If similar incidents continue to occur during the nuclear commissioning stage,there will be greater pressure and challenges on the nuclear power construction schedule and even cost control,and it will have a bad impact on the expected commissioning of N nuclear power projects.In order to study the safety management of N nuclear power projects in the stage of nuclear commissioning and testing,and improve the management process.this paper first introduces the accident cause theory and safety theory,and reviews the research on safety theory and its development.Then,the feasibility analysis of the construction of the safety model in the nuclear commissioning stage of N nuclear power project is analyzed,and the safety factors of nuclear commissioning are mainly human factors,equipment factors,management factors and environmental factors are successfully identified by brainstorming and Delphi method,so as to construct the safety management model of N nuclear power project with nuclear commissioning stage,and the safety assurance system of nuclear commissioning is expounded.Then,the analytic hierarchy process AHP is used to analyze the weight of the safety management model of nuclear commissioning,and the importance index system and safety effect evaluation system of nuclear commissioning safety factors of N nuclear power projects are constructed,and a safety factor management and control method is proposed.At the same time,combined with the turbine nuclear steam impulse starting and grid connection test,the safety management plan,implementation,control and fuzzy comprehensive evaluation of nuclear commissioning are carried out,which explains the applicability of the safety management model and evaluation system of nuclear commissioning.The application of safety management model can provide scientific safety management and control guidance for nuclear power projects,effectively promote the development of safety management in the nuclear commissioning test stage of nuclear power projects,and continuously approaches inherent safety. |
