With the acceleration of our country’s urbanization process and the improvement of People’s living standards,the continuous expansion of urban area,the growth of population and the continuous improvement of people’s material living conditions,the imbalance between supply and demand of water resources has attracted more and more attention,and it will also affect the development of cities.In this situation,the construction and operation of water diversion project is particularly important,as a means to adjust the uneven distribution of regional water resources and realize the rational allocation of water resources,national and local investment in water diversion projects also continues to increase.Due to the characteristics of long span,complicated hydrogeological conditions,difficult landforms and landforms,wide scope and large investment,the risks faced by the water diversion project in the course of operation are various,the difficulty of management makes the water diversion project become a high-risk project,and the stage of operation and management plays an important role in the whole life cycle.In this paper,the first stage water supply project from Tao as the research object,using Literature Research,questionnaire survey method to collect data,the risks in the operation of the water diversion project were identified by the structural approach of operational risk decomposition combined with the Delphi method method,and the weights and comprehensive weights of the risk assessment indicators were obtained by using the analytic hierarchy process,then,taking the fuzzy comprehensive evaluation method as the risk evaluation model,this paper evaluates and analyzes the risk in the operation stage of the first phase water supply project of Yin tao River,and analyzes the results of the risk evaluation,the risk factors in operation stage of water diversion project are summarized,and the corresponding risk countermeasures are put forward.Key findings:(1)the development of the operation safety management of water diversion project and its shortcomings are analyzed,and the research direction,emphasis and method of this paper are determined;(2)the construction of the evaluation index of the influencing factors of the safety risk management in the operation of the water diversion project is completed.In this paper,based on the first phase water supply project itself,analysis of water supply project operation safety risk management factors,select structure(building)class,metal structure class,equipment and facilities class,activity class,management class,environmental class six aspects of the first-class indicators and impact of the first-class indicators of 16 secondary indicators;(3)the risk evaluation and analysis of the operation stage of the first phase water supply project from Yin tao River are completed,the risk factors are preliminarily sorted,and the weights and comprehensive weights of the risk evaluation indexes are obtained by using the analytic hierarchy process(AHP),then the risk is evaluated by using the fuzzy comprehensive evaluation method as the risk evaluation model,and according to the situation reflected by the risk evaluation results,the risk factors in the operation stage of yin tao Phase I project are summarized,put forward the corresponding risk response measures.This study provides some suggestions for the risk management of the first phase of the water diversion project,hoping that the study can be used for the similar type and condition of the water diversion project in the future,the security risk identification and response in the process of operation provide some reference.
