Research On The Government’s Role In Promoting Green Building Development

Since the 18 th national congress of the communist party of China(CPC),the CPC central committee with comrade Xi Jinping at its core has made ecological progress an important part of the five-pronged overall plan and the four-pronged comprehensive strategy.At the fifth plenary session of the 18 th CPC central committee,general secretary Xi Jinping put forward the five development concepts of "innovation,coordination,green development,opening up and sharing",taking green development as an important concept related to China’s overall development and as a basic concept for China’s economic and social development during the 13 th five-year plan period and beyond."Green building" is to introduce the concept of sustainable development into the field of architecture,to save resources(energy saving,land saving,water saving and material saving),protect the environment and provide healthy and efficient use space for people in the process of building operation.At present,from the perspective of environmental protection,the Chinese government puts forward the development concept of "energy-saving and land-saving housing and public buildings",pays attention to people-oriented,and emphasizes sustainable development,which is of great practical significance.Green building is the inevitable choice to realize the sustainable development of the construction industry.Its realization needs the support of technology,economy,society and morality,as well as the joint efforts of government departments,scientific research institutions,construction parties and consumers.In the process of promoting green buildings in Shanxi Province,the government,as the direct organizer and leader of the development of the construction industry,needs to accurately position its role and give full play to its role.By analyzing the development of green building in Shanxi Province and relevant theories,and referring to the experience and measures of advanced provinces in China,this paper puts forward correspondingmeasures and countermeasures for the existing problems,so as to ensure the smooth development of green building,which is of practical significance.This paper is divided into five chapters.The first chapter introduces the concepts and theoretical analysis related to the government’s role in promoting the development of green buildings,explains the concepts of green buildings and government functions in detail,and studies and analyzes the theoretical analysis related to green buildings,sustainable development and the role of the government.The second chapter is about the government’s role in promoting green building development in Shanxi Province and the existing problems.By analyzing the government’s role in promoting green building development in Shanxi Province,it summarizes the existing problems and shortcomings in the development.The third chapter analyzes the reasons for the problems existing in promoting the role of the green building government in Shanxi Province.Based on the current situation and existing problems of the government’s role in promoting the green building development in Shanxi Province,the causes of the problems are carefully studied and analyzed.The fourth chapter is the domestic advanced provinces to promote the development of green building government performance and experience,the analysis of shandong,hunan,hubei three advanced practices,combined with the existing shanxi summed up the experience and practices that can be learned.The fifth chapter is the countermeasures to promote the government’s role in promoting the development of green buildings in Shanxi Province.The decisive role of the government in promoting the development of green buildings should be fully played through perfecting the legal system,Play the role of the market and strengthening the government supervision.
