Study On Inter-departmental Management Of Water Pollution

Water resources are the most important among ecological resources.Water resources should also be protected and treated.However,with the rapid development of China’s economy and the continuous development of urbanization,the demand,utilization and waste of water resources are increasing day by day.However,while pursuing economic growth unilaterally,some local governments have adopted a rough economic development model.Many heavily polluting enterprises are allowed to build near rivers and water sources,resulting in the total amount of pollutants in the rivers approaching or exceeding the self-purification capacity of the water body,resulting in the destruction of water resources,and thus affecting other ecological resources.Therefore,the treatment of water resources is urgent.As an important part of ecological civilization,the water environment is not only related to the national economy and people’s livelihood,but also to the well-being of millions of families.The Yellow River Basin,as one of the most important water environmental resources in China,is the earliest and most comprehensive area for water resource development.The brilliant and long-standing Chinese culture is nurtured by it,and countless Chinese children are nurtured by it.The Fenhe River is located in the middle reaches of the Yellow River Basin and is the administrative region with the largest water flow and the most channels in Shanxi Province.Its importance to Shanxi Province is self-evident.The Yuncheng section of the Fen River is located at the lower reaches of the Fen River,which has an important impact on the economic,cultural and agricultural development of Yuncheng City.However,due to the illegal discharge of pollutants by enterprises along the river,the dumping of domestic waste water and waste by residents,the illegal collection of river sand and other problems,the Yuncheng section of the Fen River has produced water pollution,and some rivers have been cut off,which seriously restricts the high-quality development of Yuncheng City.As the main body of water resources governance,the government is the main responsible body,and has an unshirkable responsibility for water resources governance.However,in reality,the government has not done enough.In order to study the collaborative treatment of water pollution by Fen government,this paper uses the methods of literature research,field research,questionnaire analysis,etc.to visit,understand,investigate and sort out the current situation of water pollution treatment in Yuncheng City;Based on the theory of collaborative governance,combined with the results of the questionnaire survey,this paper analyzes the problems and causes of the functional departments in Yuncheng City in participating in the collaborative governance of water pollution.Based on the current situation of water resources in Yuncheng City,this paper puts forward the countermeasures of how the government should cross departments in the coordinated treatment of water pollution.Put forward targeted and effective treatment measures for water pollution in Yuncheng City.It can promote the sustainable and healthy development of Yuncheng’s economy,and can also contribute to the great goal of building a beautiful China in China,with a view to providing some reference ideas and measures for the ecological environment management of Yuncheng section of the Fenhe River,and also hope to provide some new research ideas for the river basin management.
