Research On Comprehensive Evaluation Of Rizhao Port’s Port Logistics Capability

With the rapid development of the globalization process of the world economy,the trade between countries and regions in the world is more and more frequent,and the volume of import and export trade is increasing.As the "window" of foreign trade,ports play an important role in international trade,and also play an increasingly important role in stabilizing the international logistics supply chain system.As an important part of the global transport system,port function optimization and structure upgrading are of great significance.Through a reasonable and objective evaluation of the port logistics capability,accurately identifying the strengths and weaknesses of the port logistics capability can provide a basis for port strategic decision-making,promote the high-quality development of the port,and better promote international or regional trade.In this paper,Rizhao Port is taken as the research object.First,the influencing factors of port logistics capacity and the port logistics SWOT of Rizhao Port are deeply analyzed,and a set of port logistics capacity evaluation index system suitable for Rizhao Port is designed.The subjective weight and objective weight are determined by using the analytic hierarchy process(AHP)and entropy weight method,and the combined weight is obtained by using the two methods,The TOPSIS method is used to calculate the comprehensive evaluation results of Rizhao Port logistics,and three ports are selected for comparative analysis.Based on the analysis results,suggestions are put forward to improve the logistics capacity of Rizhao Port.This paper mainly includes the following three parts:(1)Analysis on the influencing factors of Rizhao Port’s logistics capacity.Firstly,the paper introduces the development of Rizhao port logistics,identifies the strength,weakness,opportunity and threat of Rizhao port logistics development with SWOT situation analysis method,and sorts out the main influencing factors affecting Rizhao port logistics capacity.(2)The design of Rizhao port logistics capacity evaluation index system.According to the principle of index system construction,select the index system in the representative relevant literature,conduct index frequency analysis,and determine the evaluation index system of Rizhao Port’s logistics capacity.(3)Empirical analysis of Rizhao Port logistics capacity evaluation.Combined with TOPSIS method to calculate the change of Rizhao Port’s logistics capacity from2011 to 2020,three ports that are comparable with Rizhao Port are selected for comparative analysis of their port logistics capacity.Through the above work,the main conclusions are as follows:(1)The advantages of Rizhao Port’s logistics development are mainly reflected in its natural advantages,location advantages and resource advantages.The disadvantages hindering the development of Rizhao port logistics include poor regional economic level,insufficient intelligence level and lack of senior port logistics management talents.The main influencing factors that affect the logistics capacity of Rizhao Port are divided into six aspects: geographical and natural environment conditions,social and economic infrastructure conditions,port infrastructure and equipment conditions,surrounding port system competition,port management and comprehensive service level,national policies and international environment.(2)Through literature analysis,according to the principle of index selection,four first level evaluation indexes are established,including port logistics scale capacity,port logistics element capacity,port logistics operation capacity,and port hinterland support capacity.Twenty five second level evaluation indexes,including port container throughput,port cargo container throughput,number of 10000 ton berths,port net profit,and GDP of the city,are selected,The comprehensive evaluation index of Rizhao Port’s logistics capacity has been established.(3)In addition to the slight decrease in the comprehensive score index in 2015,the logistics capacity of Rizhao Port has been gradually improving from 2011 to 2020.By item,from 2011 to 2020,the port logistics scale capacity of Rizhao Port has increased year by year,especially since 2017,the port logistics scale capacity has developed rapidly;The ability of Rizhao Port’s logistics elements shows an overall upward trend of fluctuation,which is mainly divided into three stages: slow decline-rapid rise-slow rise;The port logistics operation capacity of Rizhao Port fluctuates generally,which can be divided into the overall decline stage in 2011-2016 and the overall increase stage in 2017-2020;The port hinterland support capacity of Rizhao Port has generally increased.(4)The comprehensive score index of the four ports ranked Qingdao Port,Tianjin Port,Tangshan Port and Rizhao Port,and the logistics capacity of Rizhao Port ranked fourth among the four ports.By item,in terms of port logistics scale capacity,Qingdao Port will be in the first place in the three years from 2018 to 2020,Tianjin Port and Tangshan Port will fluctuate in the second and third places,while Rizhao Port will be in the backward position;From the perspective of port logistics element capacity,Rizhao Port has a gap with other ports in terms of the number of berths for port production,the number of berths for ten thousand ton port,the length of the wharf,the annual throughput,and information investment;In terms of port logistics operation capacity,Rizhao Port has always ranked the third from 2018 to 2020;The comparative evaluation results of the four port hinterland support capabilities show that the rankings in 2018 and 2019 are consistent,and the ranking of Rizhao Port has not changed in three years.
