Research On Legal Inspection Of Ships In Changzhou

Legal inspection of ships plays an important basic role in ensuring water traffic safety and protecting water environment.Since the comprehensive administrative law enforcement reform of Changzhou transportation in 2019,Changzhou’s legal inspection of ships has made new development,and the inspection and management level has been continuously improved,which has made a positive contribution to the safe operation of Changzhou’s shipping industry and the stable development of Changzhou’s shipbuilding industry.However,with the development of economy and society,many problems have gradually emerged in Changzhou’s legal inspection of ships,which restricts the high-quality development of Changzhou’s legal inspection of ships.In September 2020,the Ministry of transport issued the guidance on deepening reform and promoting high-quality development of ship inspection.The opinions pointed out that while strengthening the implementation of the management responsibilities of the competent ship inspection departments of local people’s governments,we should support qualified regions to carry out institutional and mechanism innovation.With the support of policies,Changzhou’s legal inspection of ships has ushered in a new opportunity to solve problems and develop.This thesis briefly introduces the concept of ship statutory inspection,the background and significance of the topic,lists and analyzes the problems in Changzhou’s legal inspection of ships under the guidance of the theory of service-oriented government,and summarizes the problems existing in Changzhou’s legal inspection of ships,such as uneven allocation of departments,insufficient development power,weak service awareness,insufficient service capacity and so on.On this basis,it analyzes the administrative concept,functional scope,management mode and behavior consequences of government departments.Through the research,this thesis gives the Countermeasures for the construction of Changzhou’s legal inspection of ships,and suggests that Changzhou’s legal inspection of ships department further optimize the division of functions,promote the marketization of ship statutory inspection,and establish a government service supervision system.This thesis has 4 tables and 55 references.
