| With the rapid development of Dongying ’s regional economy,per capita GDP is in the forefront of the country all year round,the number of yachts is growing rapidly,and yacht activities continue to be frequent.Doing a good job in the supervision of yacht maritime safety in Dongying City,ensuring the safety of yacht navigation and promoting the high-quality development of the yacht industry are the safety issues faced by Dongying maritime management institutions.Based on the new public service theory and seamless government theory,this study adopts literature research,questionnaire survey and other research methods to sort out the measures and effects of yacht maritime safety supervision in Dongying City,and summarizes the problems existing in yacht maritime safety supervision in Dongying City,including inadequate daily maritime supervision,low level of information supervision,fragmentation of yacht safety management,and lagging infrastructure construction.The reasons for the problems are analyzed,including the imperfect legal and regulatory system,the lack of service concept of maritime management agencies,the lack of coordination and guidance for multi-agent participation in yacht safety supervision,and the lack of impetus for the development of maritime information.According to the results of the questionnaire,the focus of yacht maritime safety supervision is analyzed.In view of the problems and causes of Dongying ’s yacht maritime safety supervision,this study puts forward countermeasures and suggestions,which are mainly divided into five parts.One is to update the concept of yacht maritime safety supervision,establish a more relaxed supervision concept,strengthen the people-based safety service concept,and introduce the concept of seamless government.The second is to promote the improvement of the legal and regulatory system to optimize the regulatory mechanism,clarify the definition of yachts,relax the restrictions on yacht registration and management,strengthen administrative penalties,integrate and rationalize the yacht safety management authority,and improve the yacht insurance system;third,do a good job in the on-site supervision of yacht participants,strengthen the on-site supervision of yachts,strengthen the qualification management of yacht operators,and strengthen the supervision of yacht owners and yacht clubs;fourth,strengthen information construction to improve the effectiveness of dynamic supervision,establish a basic information database for yachts,strengthen dynamic intelligent control of ships,and strengthen illegal alarms and broadcasts;the fifth is to promote local governments to continuously improve yacht infrastructure,plan and build yacht public terminals and supporting facilities,and establish a scientific navigation and berthing management plan. |
