Since China railway highs-peed formulated the "Going Out" strategy,it has successfully won and completed projects such as Jakarta-Bandung high-speed railway and China-Laos railway.China high-speed railway is increasingly recognized by the international high-speed railway market.However,the failure of Chinese high-speed railway enterprises in international high-speed railway project bidding often occurs,and there are many cases of unilateral breach of contract or huge losses caused by the completion of the project after the successful bidding.These cases not only reflect the fierce competition in the international high-speed rail market,but also show that Chinese high-speed rail enterprises do not have sufficient grasp of external information,competitors,competitive environment and the project itself.Competitive intelligence is considered to be a strategic management tool and main technology that can make up for these deficiencies and establish competitive advantage.Its value has been verified in automobile,manufacturing and real estate industries.Therefore,from the perspective of Chinese high-speed railway enterprises,this study first defines two value realization paths of competitive intelligence(intelligence service and decision support),then designs the framework of competitive intelligence decision support system for international high-speed railway industry,and finally shows the cases of intelligence service and decision support based on the system framework.(1)The demand,implementation status,scope and characteristics of Chinese high-speed railway enterprises for competitive intelligence are identified.Based on the case analysis,the actual demand for competitive intelligence of international high-speed railway project is determined;Through the semi-structured questionnaire survey,it is found that the competitive intelligence that high-speed rail enterprises urgently need to master includes "dynamics of international direct competitors","business information of international high-speed rail market","technical information related to enterprise R &D activities",etc.;According to the survey,although high-speed railway enterprises recognize the value of competitive intelligence,the implementation of competitive intelligence is still in the primary stage,and the existing problems mainly focus on the development level of enterprises,the construction of competitive intelligence system and external reasons;Based on literature and survey,this study summarizes the scope and characteristics of competitive intelligence needs of high-speed railway enterprises.(2)Based on literature research and survey,the characteristics,construction objectives and construction principles of competitive intelligence decision support system in international highspeed railway industry are determined,as well as the implementation elements that the system should have.The implementation elements include two value realization paths,management support,organizational structure,competitive intelligence process,etc.(3)Based on the competitive intelligence process model and combined with the determined system implementation elements,the overall design of the competitive intelligence decision support system framework of the international high-speed railway industry is completed.From the organizational level,the system framework is composed of headquarters decision makers,headquarters competitive intelligence Center,regional organization competitive intelligence department,etc.;From the perspective of element composition,it is composed of intelligence source,organizational structure,subsystem,repository and competitive intelligence sharing platform;The subsystem includes intelligence collection subsystem,intelligence analysis subsystem,intelligence service subsystem and decision support subsystem;From the perspective of path,it has two value realization paths,providing information support for organizational users at all levels of the enterprise through the information service subsystem,and providing strategic support for the decision makers through the decision support subsystem.(4)Based on the two value realization paths of the system,application cases are given respectively.Intelligence service case(information support): Based on the system framework,Association Rules and Latent Dirichlet Allocation(LDA)theme model were used to mine 4051 effective patent abstracts of B61(railway)published in the United States in recent ten years.Through Association Rules mining,some potential laws of technological development of international highspeed railway industry are identified.Through LDA theme model,it is found that the R & D activities of high-speed railway industry mainly focus on five themes: "vehicle/system","mobility","control","structure" and "transportation link";decision support case(strategy support): Based on the system framework,taking Jakarta-Bandung high-speed railway project as an example,evaluate the instantaneous competitive advantage of China Japan high-speed railway participating in the competition and match the promotion strategy.As an applied study,this study makes a good supplement to the research system on how to establish competitive advantage in the international high-speed rail market.The research results will help Chinese high-speed rail enterprises to find the shortcomings of their competitive intelligence work and the optimization direction of the competitive intelligence system in the future.It provides theoretical reference and guidance for Chinese high-speed railway enterprises to establish a competitive intelligence decision support system.
