| Electrified railway is an important part of modern railway network,carrying the main transport tasks of modern railway passenger and freight,and its smooth operation cannot be separated from the safe and efficient allocation of power supply dispatching.With the continuous development of technology,the equipment integration degree is higher and higher,and the automation degree in the operation process is also higher and higher.Therefore,under the trend of decreasing equipment failure,human factors have become the main cause of railway power supply dispatching accidents.With the help of the accident cause theory,which is often used in the investigation of accidents in aviation,navigation and mines,this paper studies and builds the HFACS model suitable for the power supply dispatching of Guangzhou Bureau,makes a qualitative and quantitative analysis of the defects involving human factors in the safety information of power supply dispatching,and puts forward some suggestions on preventive measures based on the analysis results and the field practice.The main content of the paper is as follows:(1)Taking "4.9" wrong power failure of railway power supply dispatching in Guangzhou Bureau as an example,the advantages and disadvantages of several human factor models are compared and analyzed,and the current safety management status of power supply dispatching in Guangzhou Bureau is studied.Then,through statistical analysis of power supply dispatching safety information of Guangzhou Bureau in the past three years,all links of power supply dispatching management and operation organization are sorted out,and the causes and processes of information occurrence are explored with the help of accident causation theory.Build a suitable Power supply scheduling HFACS model,It is helpful to systematically sort out and search disorganized safety information by analyzing the inducements of power supply dispatcher’s wrong behavior and the influencing factors of the accident from five aspects: organizational influence,unsafe supervision,prerequisite of unsafe behavior,unsafe behavior and emergency measures.(2)Fuzzy comprehensive evaluation method is a kind of evaluation method using fuzzy theory,which is usually used in the analysis of multi-index,multi-factor and multiobjective decision problems.Combined with the HFACS model of power supply scheduling,the fuzzy comprehensive evaluation method was used to evaluate the safety of each link of power supply scheduling,the quantitative data of multiple indicators were converted into fuzzy sets,the evaluation matrix and the weight vector of safety assessment statistical data were built,and the weighted average operator was used to carry out fuzzy comprehensive operation.Finally,the quantified membership value of each set of human factors affecting the accident is obtained,so as to find out the key influencing factors of the accident,and on this basis,put forward the targeted improvement measures of "civil air defense","physical defense" or "technical defense".(3)This paper proposes the method of repeated tracking and re-evaluation to test the effectiveness of safety control measures,so as to continuously improve the safety production of railway power supply dispatching,which has a positive effect on effectively controlling the risks generated in the process of power supply dispatching,and has certain reference significance for other railway dispatching specialties to carry out safety card control in the dispatching operation process. |
