| The report of the 20th CPC National Congress points out that high-quality energy development is related to the improvement of people’s lives,long-term social stability and the prosperity and development of the country,and has become the mainstay of building a modern socialist country,but the fact that low efficiency of energy utilization restricts the further development of China’s economy.At present,China has entered a new era of high-quality development.Driven by the carbon peaking and carbon neutrality goals,the 14th Five-Year Plan period has become the key to China’s low-carbon energy transformation,and the urgency of energy conservation,emission reduction and energy efficiency on the demand side has become more and more prominent.The optimization of industrial structure is the key focus of energy saving and efficiency improvement,so accelerating the optimization of industrial structure,promoting the way of energy use from extensive and wasteful to intensive and efficient,to break through the constraints of ecological environment,and help to fundamentally realize the “win-win” between economy and ecology.Therefore,this paper selects 30 provinces and cities except Xizang,Hong Kong,Macao and Taiwan from 2011 to 2020 to calculate the optimization of China’s industrial structure and energy efficiency utilization,and then explore the impact of industrial structure optimization on energy efficiency,in order to provide relevant suggestions for China’s energy conservation and efficiency improvement.First of all,this paper sorts out the related literature,clarifies the concepts and theories,so as to provide a basis for research.Second,on the basis of sorting out the rationalization and upgrading measurement method of the industrial structure,this paper calculates and analyzes the situation of the optimization of industrial structure.Then,the ultra-efficiency SBM model is used to measure energy efficiency and then use GML to explore the impact of technological progress and technological efficiency on energy efficiency.Finally,using Moran’s I index to test space global correlation and local correlation.According to the result of the space dependence test and Hausman test,establish a spatially-temporally doubly fixed Space Dubin Model,to analyze the influence of industrial structure optimization on energy efficiency,and then explore the space spillover effect.The results show that:(1)In the past decade,the industrial structure has been continuously optimized: the output value pattern of China’s three industries has changed from “two three one” to “three two one”,and the distribution of labor force in the three industries has changed from “one three two” to “three two one”.The level of rationalization and upgrading of industrial structure has been continuously improved,and both of them are characterized by “high in the east and low in the west”and the more obvious spatial aggregation features;(2)Due to the promotion of technological progress,energy efficiency shows a slow improvement trend,from the space view of “high high aggregation” characteristics,but the overall level is still low,especially in the western region has a lot of room for improvement;(3)There are differences in the impact of rationalization and upgrading of industrial structures on energy efficiency: from 2011 to 2020,the rationalization of industrial structure is not conducive to the improvement of energy efficiency and has no obvious spatial spillover effect;the upgrading of industrial structure will promote the improvement of energy efficiency with negative spatial spillover effect.Therefore,during this period,the optimization of industrial structure has advantages and disadvantages to energy efficiency.We should further guide the smooth transformation of traditional industries,quickly through the run-in period,and at the same time promote the coordinated development of regional industrial structure,turn the competition in neighboring regions into cooperation,so as to show the positive role of industrial structure optimization in energy efficiency faster. |
