Entering the new century,the number of shrinking cities in China began to increase,and a new type of urban shrinkage has also emerged.According to statistics,from 2010 to 2020,23 provinces in China have seen a decrease in resident population,with 145 prefecture-level cities experiencing urban contraction.Resource depletion and industrial decay have long been considered to be the causes of shrinking cities.However,analysis reveals that although some of the 145 prefecture-level cities mentioned above are shrinking due to resource depletion or industrial decay,more of them are caused by the construction of new urbanization and regional economic restructuring,and do not have the characteristics of population decline accompanied by economic shrinkage,and the cities are even expanding in size.This new phenomenon of urban contraction is different from the urban contraction phenomenon and its impact on urban development discussed in the past,and the mechanism of its generation is also different.It is urgent to explore a new path of governance,how to accommodate this new contraction in the scale of future urban development in the context of continuous population decline.The reasonableness of the scale of urban development is related to the spatial resource carrying capacity of its population,which is realized through the city’s territorial spatial planning.Along with the continuous reduction of population in shrinking cities,the spatial resource carrying capacity constraint per capita in cities changes accordingly,thus giving rise to the governance issue of shrinking city development scale and its regulation.Territorial spatial planning is an important tool and instrument for guiding and regulating the future development scale and resource allocation of cities based on the spatial resource carrying capacity of urban population,and therefore also provides a new perspective and a new path for the governance of new shrinking cities with multidisciplinary integration.At present,the research on the phenomenon of new shrinking cities has not received sufficient attention from the academic community,and the mechanism of its generation is not sufficiently studied,and the governance research based on the perspective of territorial spatial planning needs to be expanded.In order to address the phenomenon of new shrinking cities and its governance,the study is based on "problem formulation-systematic analysis-theoretical research-empirical evidence combination"."The study explores the paths and strategies for the governance of new shrinking cities based on the perspective of territorial spatial planning.Based on the literature and practice of shrinking city governance at home and abroad,the study explores new paths and specific strategies for the governance of new shrinking cities based on the analysis of new shrinking mechanisms based on growth pole theory,urban development stage theory,smart shrinkage theory and spatial layout optimization theory,and selects Qiqihar City in Heilongjiang Province to carry out an empirical study.The main conclusions obtained from the study are.(1)new shrinking cities are the result of unbalanced socio-economic development.Most of the new contractions occur under the combined effects of industrial transformation,uneven resource allocation and development policy adjustment,and are influenced by the development stage of the city.(2)Territorial spatial planning provides a new perspective for the governance of new contraction cities.The generation of new shrinkage is influenced by urban development strategies,and its prevention and management should start from territorial spatial planning based on the future development of cities.(3)The new shrinkage urban governance based on the perspective of territorial spatial planning should focus on prevention,guidance and regulation.Due to the special nature of the new shrinkage urban mechanism,the way of thinking of shrinkage first and then governance should be changed,and preventive and guiding regulation and governance should be implemented to guide and prevent the occurrence of new shrinkage with territorial spatial planning and promote the sustainable development of the city.(4)The framework and methods of governance of new shrinkage cities from the perspective of territorial spatial planning are proposed in the light of the empirical study of Qiqihar City.In view of the new shrinkage in Qiqihar,strategic suggestions are made for rigid bullet control based on "three zones and three lines",adjustment of spatial layout,protection of natural resources and reclamation of land,and optimization of industrial structure.
