As the main supporting infrastructure project for urban development,municipal engineering highlights the competitiveness of a city and plays an important role in urban development.Compared with housing construction and highway construction projects,municipal engineering construction projects have many characteristics,such as multiple professional types,multiple municipal management departments,and complex geological conditions along the line.They also have regional limitations,tight construction periods,difficult relocation coordination,and difficult traffic management during construction.Due to factors such as the limited cognitive ability of people and the lag in obtaining information,it is difficult to control costs during the construction process of municipal engineering construction projects,with high frequency and strong correlation of cost risks.Therefore,how to use scientific,effective and reliable methods to evaluate the cost risk of municipal engineering construction projects and provide scientific basis for cost risk management will be one of the important topics in cost risk management of municipal engineering construction projects.This article aims to identify and screen out the main risk factors that affect the cost of municipal engineering construction projects by combing the research results of cost risk management of construction projects,combining the characteristics of municipal engineering construction projects and the work experience in cost control of construction projects,and establish a primary indicator based on environmental factors,technical factors,economic factors,and organizational management factors,including government intervention,public intervention,environmental policy changes A cost risk assessment index system for municipal engineering construction projects with 33 secondary indicators such as climatic conditions was established,and a cost risk assessment model for municipal engineering construction projects based on the unascertained measurement theory was constructed.Finally,the EBL municipal engineering construction project was taken as an example to carry out cost risk assessment research for municipal engineering construction projects.The research results show that the overall risk level of the cost of EBL municipal engineering construction projects is Level III,which is in a medium risk state.The risk levels of the first level indicators of cost risk are ranked from high to low,including organizational management factor risk,environmental factor risk,technical factor risk,and economic factor risk.The top ten risk factors in the secondary indicators are management personnel’s awareness of cost control,the owner’s ability to pay funds,on-site organization,coordination,and management,geology and hydrology,government intervention,contract standardization and management level,safety accident prevention ability,engineering construction difficulty,climatic conditions,and material procurement and supply ability.It can be seen that the actual cost of the EBL municipal engineering construction project deviates greatly from the target cost,which will have a negative impact on the normal development of the project,and preventive measures need to be taken to control it.Therefore,measures are proposed to address cost risks from the perspectives of environmental factors,technical factors,economic factors,and organizational management factors.The research results of this article will enrich the cost risk management methods of construction projects,provide reference basis for solving specific municipal engineering construction project cost risk management,thereby achieving the goal of improving the scientificity,reliability,and accuracy of cost risk management,improving the economic benefits and profitability of enterprises,and enhancing their competitiveness.
