With the acceleration of urbanization and the intensification of meteorological disasters,sponge city construction has become an important way to solve urban water resources,air quality,and other problems,as well as one of the important measures to achieve the "dual carbon" goal.Promoting sponge city projects implementation is an effective measure for the sustainable development of China’s future construction industry.Currently,China’s sponge city construction is at an initial stage and faces unfavorable factors such as difficult comprehensive measurement of benefit indicators data,high construction costs,and low social acceptance.Therefore,applying scientific research methods to study the comprehensive benefits evaluation of sponge city construction can help decision-makers enrich the basis for early judgments of sponge city construction and play a reference role in the comprehensive evaluation of other projects.At the same time,it is of great significance to the development and technological innovation of the construction industry.Based on the analysis and research of the relevant background,issued policy documents,construction process and other contents of sponge city project,this paper divides the comprehensive benefit level of sponge city into three first-level indicators,namely,environmental benefit,economic benefit and social benefit.Based on the first-level indicators,the index range composed of 57 second-level indicators was identified through literature research and expert consultation.The range of indicators was initially screened down to 24 secondary indicators using the literature frequency analysis method.Subsequently,through the questionnaire survey method and Kuder-Richardson reliability analysis,it was finally determined that the comprehensive benefit indicator system for sponge cities is composed of 18 secondary indicators.Based on the comprehensive benefit index system of sponge city,the weight values of each index were calculated using the TOPSIS method,and combined with the matter-element extension theory,the TOPSIS-matter-element extension evaluation model was established.Finally,a case analysis was conducted by importing the Sponge City project in the MHH area of PX City to verify the applicability and reliability of the model.After the analysis and research,the comprehensive grade of the project was K4.Among the first-level indicators,the environmental benefit level was K4,the economic index was K3,and the social index was K4,indicating that the comprehensive benefit evaluation of the project was high.The evaluation of environmental and social benefits is high,and the evaluation of economic benefits is medium.It can be concluded that the concept and measures of sponge city play a great role in solving problems such as water resources,especially in environmental and social issues,but at the same time,the economic benefits of sponge city are not too high,which basically reflects the actual situation after the implementation of the project.In view of the deficiencies found in the evaluation process,improvement measures are proposed,such as promoting the upgrade of LID technology and increasing the publicity of sponge cities,so as to provide effective scientific basis for promoting the improvement of comprehensive benefits of sponge cities. |
